Dear Bidder,
The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator.
Below is a summary of the work to be performed:
Lead the Learning, Monitoring, and Evaluation (MEL) component for the HDPN–Sida extension, developing a consolidated CMES approach with indicators and means of verification. Update and enhance online MEL tools, including mapping functions. Conduct a comprehensive learning review to identify successes and areas for improvement in operations and strategic decision-making, facilitating team reflections and strategy refinements. Review and refine indicators to measure the ILO’s HDP Nexus impact, ensuring alignment with Sida’s goals and global standards. Contribute strategic inputs and sections of the mid-term report (March 2027). Collaborate with country teams—particularly in Amman (social protection), Mozambique (skills for social cohesion), Ukraine (social dialogue for peace), and Colombia (just transition)—to strengthen monitoring quality and coherence in complex crisis settings. Provide targeted coaching and explore methods to document long-term decent work outcomes. Synthesize findings into actionable recommendations for project adjustments. Support knowledge management by identifying gaps, prioritizing resources, and developing ‘Good HDPN Practice Notes’ and the HDPN Handbook update. Assist with mini-assignments and ad-hoc tasks.
