Dear Bidder,
The International Labour Office (ILO) and the East Africa Secretariat are looking for an individual to undertake work as an External Collaborator.
Below is a summary of the work to be performed:
Needs Assessment & Digital Scoping
1. Document Review
• Compile key STR, AfCFTA and national documents
• Review using a standard matrix
• Identify outdated content, gaps and harmonization needs
• Map STR–AfCFTA linkages focusing on women and youth
2. Stakeholder Mapping
• Develop a role/influence tool
• Map traders, BMOs/WEAs, customs, standards bodies, ministries, FIs, ICT units, transporters, TIDs & partners
• Validate with Partner States
• Create an influence–interest matrix
3. User Needs Assessment
• Develop survey, interview and FGD tools
• Conduct virtual consultations
• Engage women/youth traders and associations
• Hold FGDs on content, language and platform needs
• Analyse gaps, accessibility, preferred formats and feasibility of premium features
• Integrate gender & youth perspectives
Updating the Guide
1. Content Development
• Update booklets and add sections
• Include country STR procedures, thresholds, tariffs and documents
• Add guidance on movement, business setup and support services
• Strengthen gender/youth content
• Align with AfCFTA obligations
• Produce annotated drafts
2. Country Consultations
• Share drafts and hold consultations
• Integrate validated inputs with version control
Validation
• Facilitate regional discussions
• Document comments and recommendations
