New clarification added: 1) Lot 1. Are there any requirements for the size of the rear view camera monitor?2) Lot 1. Is there a requirement to provide a test report (or an extract) for the M1 category seat fastenings/mountings located in the vehicle cabin?3) Lot 2. Regarding requirements 1.10.1, 1.10.2, and 1.10.3, the current specifications involve converting the vehicle from a cargo version. However, to ensure safer and more comfortable passenger transportation, it is preferable to use a passenger version as the base. This approach would also allow for an increase in seating capacity by 2 persons.To meet these requirements, we request the following amendments to the technical tasks:3.1) Item 1.10.1: Add “or automotive carpeting provided by the original equipment manufacturer (OEM) of the base vehicle”;3.2) Item 1.10.2: Add "or handles”;3.3) Item 1.10.3: Add "or trim panels provided by the OEM of the base vehicle”. __CLARIFICATION RESPONSE__ Dear Bidder! Thank you for your request. Please find below clarification response to your questions: 1) No specific requirement is defined for the size of the rear-view camera display screen. 2) No specific requirement is defined to provide a separate test report or extract for M1 category seat fastenings/mountings at the bid submission stage. However, the offered vehicle shall fully comply with all applicable regulatory, safety, and homologation requirements, and such compliance shall be ensured through the required certification of the completed vehicle at the time of delivery. 3.1) Lot 2 Requirement 1.10.1 will be amended to read as follows: "1.10.1 Floor: slip-resistant vinyl covering; non-glare; easy to clean; or automotive carpeting provided by the original equipment manufacturer (OEM) of the base vehicle, provided it ensures durability, safety, and suitability for the intended use". 3.2) Lot 2 Requirement 1.10.2 remains unchanged. The requested amendment to allow alternative solutions (e.g. handles) is not accepted, as fixed handrails are required to ensure consistent accessibility, safety, and ease of use for all passengers, including persons with reduced mobility. 3.3) Lot 2 Requirement 1.10.3 will be amended to read as follows: "1.10.3 Step edging: high-contrast, non-slip nosing at the side door entrance step, or trim panels provided by the original equipment manufacturer (OEM) of the base vehicle, provided that safe boarding and alighting are ensured". These amendments are considered technically acceptable, as they maintain the required level of safety, accessibility, and functionality, while allowing flexibility where appropriate without compromising the intended use of the vehicle. New clarification added: Lot 1. Item 6.2 - Is it permissible to include a proposal for the delivery of rear-wheel drive vehicles? __CLARIFICATION RESPONSE__ Dear Bidder! Thank you for your request. Please find below clarification response to your questions: Lot 1 Requirement 1.6.2 will be amended to read as follows:"1.6.2 Drive: front-wheel drive (FWD), all-wheel drive (AWD), or rear-wheel drive (RWD)".Rear-wheel drive (RWD) vehicles may be offered, provided that the proposed solution fully complies with all technical, safety, and operational requirements of the solicitation, including stability, traction, and performance under expected operating conditions. The Bidder shall ensure that the selected drivetrain configuration does not negatively affect vehicle performance, particularly in terms of operation under varying road and weather conditions relevant to the country of deployment. New clarification added: Lot 1.We request the following amendments to the technical specifications: 1) Item 1.5.2 Engine displacement: Change to 1600-2200 cm3, as many European vehicles fall within this range; 2) Item 1.5.3 Power (not less), kW/hp: Change to 84/114; 3) Item 1.7.3.1: Delete this item entirely; to remain cost-effective, many European vehicles do not include these specific options.4) Item 1.9.2: Remove the requirement for a heating function from the air conditioner, as this function is already covered under Item 1.9.3 by the autonomous heater. __CLARIFICATION RESPONSE__ Dear Bidder! Thank you for your request. Please find below clarification response to your questions: 1) Lot 1 Requirement 1.5.2 will be amended to read as follows: "1.5.2 Engine displacement, cm3: 1600-2200". 2) Lot 1 Requirement 1.5.3 will be amended to read as follows: "1.5.3 Power (not less than), kW / hp: 84 / 114". 3) Lot 1 Requirement 1.7.3.1 remains unchanged. It is considered an important safety feature that enhances visibility and reduces operational risk, particularly in constrained or urban environments. 4) Lot 1 Requirement 1.9.2 remains unchanged. The front cabin climate system is required to provide both heating and air conditioning functions as an integrated solution to ensure proper thermal comfort for the driver and front passenger under all operating conditions, including during vehicle start-up and in situations where the auxiliary heater is not in use. The autonomous heater specified under Item 1.9.3 is intended to support the passenger compartment and does not replace the need for a dedicated heating function within the front cabin climate system. For better clarity the requirement 1.9.2 will be amended to read as follows: "1.9.2 Passenger compartment climate:Separate high-capacity climate control system (HVAC) for the passenger compartment, providing ventilation, air conditioning (cooling), and heating.The system shall have independent controls located within the passenger compartment and accessible to an attendant.Air distribution shall be via roof and/or floor-level vents". After reviewing Form F: Technical Bid Form – Lot 1, we would like to submit the following comments regarding certain technical requirements, which we believe may unnecessarily limit competition and procurement efficiency:Engine displacement (1.5.2: 1600–2000 cm³)We strongly recommend revising this requirement to 1600–2200 cm3.The current limitation appears unjustified, as engine displacement does not directly correlate with fuel consumption, emissions, or operating costs. Modern engines with slightly higher displacement often incorporate advanced technologies that ensure equal or better efficiency.Maintaining the current range may unjustifiably restrict competition without delivering measurable operational benefits.Rear-view camera (1.7.3.1)We recommend allowing alternatives such as front and rear parking sensors. These systems provide adequate safety and maneuverability support in typical operating conditions.The mandatory requirement for a rear-view camera increases vehicle cost and may impact delivery timelines, while not being critical for functionality.Steering wheel: height-adjustable (1.8.2)We request that steering wheel adjustment by reach (telescopic adjustment) be accepted as an equivalent or alternative option.This feature provides comparable or improved ergonomics and driver comfort. Restricting the requirement to height adjustment only may unnecessarily limit compliant solutions and may affect delivery timelines without adding functional value.Speakers (1.12.2: minimum 2 front, 2 rear)We request clarification on the necessity of this requirement. Height adjustment is considered a minimum standard to ensure ergonomic adaptability for a wide range of users. Restricting to reach-only adjustment does not fully meet the intended requirement. 4) Lot 1 requirement 1.12.2 remains unchanged. The specified configuration is considered standard for operational vehicles and ensures adequate functionality for communication and user needs during operation. 5) Lot 1 requirement 1.12.3 remains unchanged. LED daytime running lights are required due to their improved visibility, durability, and energy efficiency, contributing to overall safety and operational reliability.
