Description
The United Nations Support Office in Haiti (UNSOH) hereby invites Expressions of Interest from suitably qualified and experienced contractors for the provision of dismantling and installation services for pre-engineered facilities and associated structures at various locations in Port-au-Prince, Haiti. The envisaged contract will support initial deployment activities, with provision for scalability to additional camps and operational locations as established. The scope of services will be implemented progressively through a Task Order based mechanism, aligned with evolving operational requirements and mission priorities. As part of the start-up phase, UNSOH is establishing and operating multiple integrated operational camps within Port-au-Prince, with anticipated expansion within an approximate 15 km radius of Port-au-Prince International Airport. Interested vendors are responsible for familiarizing themselves with the prevailing operating environment, including the security situation, when preparing their submissions. The Contractor shall perform all services in accordance with internationally recognized standards, established engineering practices, and to the satisfaction of UNSOH. The resulting contract will be an all-inclusive agreement for an initial period of three (3) years, with the option, at the sole discretion of the United Nations, to extend for two (2) additional one-year periods (3+1+1). The Contractor shall be fully responsible for the provision of qualified personnel, supervision, transportation, tools, equipment, materials, consumables, and supplies necessary for the execution of the services throughout the contract duration. This includes all arrangements for mobilization, deployment, sustainment, rotation, and demobilization of resources, at no additional cost to the United Nations. The Contractor shall also supply locally sourced construction materials, including but not limited to sand, cement, and steel. Scope of Services The scope of services is structured under two (2) distinct Lots, as outlined below: Lot 1: Decommissioning and Dismantling Services This Lot comprises the decommissioning, dismantling, and removal of existing pre-engineered buildings and associated ancillary structures, including safe disconnection from utilities and environmentally compliant disposal. Key activities include: • Mobilization, site assessment, identification of existing facilities and infrastructure, and implementation of safety measures; • Isolation and decommissioning of utilities; • Dismantling and disassembly of pre-engineered structures, ISO containers, foundations, hard standings, and ancillary installations; • Material handling, removal, and site close-out in accordance with environmental, health, and safety requirements. Lot 2: Installation and Commissioning Services This Lot includes the installation and commissioning of pre-engineered buildings and associated infrastructure, including all required external utility connections (power, water supply, and sewerage). Activities include: • Site assessment, preparatory works, and implementation of safety measures; • Ground preparation, including excavation, leveling, compaction, trenching, and construction of concrete or hard-standing surfaces; • Assembly and installation of UN-provided prefabricated structures, including Mechanical, Electrical, and Plumbing (MEP) systems; • Installation, testing, and commissioning in accordance with manufacturer specifications and UNSOH technical guidance. Relevant technical documentation and installation manuals for UN-supplied items will be provided to the Contractor upon contract award, as applicable. Compliance and Regulatory Requirements Contractors shall: • Obtain and maintain all required licenses, permits, visas, consents, and authorizations from the Government of Haiti, or any other relevant governmental or regulatory authority, necessary for the execution and performance of the Contract; • Comply with all applicable host country labour, taxation, customs, and regulatory requirements; • Be responsible for security arrangements and personnel evacuation procedures in high-risk environments; • Ensure all documentation and communication are conducted in English. Quality Assurance The Contractor shall maintain: • A valid ISO 9001:2015 certification (or equivalent) throughout the contract period; • Preferably ISO 45001 (Occupational Health and Safety) and ISO 14001 (Environmental Management) certifications; • All required international, national, and local regulatory approvals at its own cost. UN-Supplied Structures UNSOH shall provide a range of prefabricated and modular facilities in estimated quantities, including but not limited to: 685 units of pre-engineered modular buildings; 120 ablution units; 300 units of modified ISO 20-foot containers; 5 modular kitchen and dining units; 148 membrane-covered frame structures (including tents and hangars); 6 containerized workshop units; 9 refrigerated containers; 30 modular shelving systems (medium and heavy duty); and 55 observation/watchtowers. Specific Requirements/Information Demonstrated experience in delivering comparable services of similar scope and complexity under hazardous, harsh, and hostile conditions, including environments affected by armed conflict and civil unrest The details of the requirement shall be included in the solicitation documents which are only shared after the closing of this EOI.
