Description
The United Nations Support Office in Haiti (UNSOH) intends to establish one or more long-term contracts with qualified and experienced service providers for the provision of Site Clearance of Abandoned Equipment, Debris, Scrap and Recovery Services, on an as-and-when-required basis, in support of UNSOH operations within its Area of Operations in Haiti. The scope of services includes, but is not limited to, the following two (2) service lots: Lot 1 – Junkyard / Site Clearance Services • Clearance of UNSOH premises, bases and proposed sites from abandoned aircraft, vehicles, trucks, equipment, machinery, containers, scrap and assorted debris • Safe lifting, handling, loading, transportation and delivery of designated items from UNSOH sites (Site A) to UNSOH-designated dumping, holding or disposal locations (Site B) • Use of appropriate material handling equipment (MHE) including cranes, forklifts, flatbeds, low-bed trucks, winches and certified lifting gear • Basic site clean-up and restoration following clearance activities • Compliance with UNSOH environmental, safety and security requirements Lot 2 – Recovery Services • 24/7 recovery and towing services for UNSOH vehicles and equipment following breakdowns or incidents • Recovery methods including flatbed recovery, winch recovery and tow-bar towing (where authorized) • Secure custody and protection of UNSOH assets from takeover point to handover location • Defined response and mobilization times within and outside Port-au-Prince Note: Interested vendors may express interest in Lot 1 only, Lot 2 only, or both Lot 1 and Lot 2. 1. Contract approach & term: The anticipated contractual arrangement is a long-term agreement with an initial contract period of one (1) year, with the possibility of two (2) additional one-year extensions (1+1+1), subject to mandate, availability of funds and satisfactory performance. 2. Contracts will be non-exclusive and no minimum quantities are guaranteed. 3. The Operational locations (indicative): Services will be performed within the UNSOH Area of Operations, primarily in: • Port-au-Prince and Greater Port-au-Prince, and • Other locations in Haiti where UNSOH maintains a presence 3. This REOI does not constitute a solicitation. UNSOH reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. Thus, submitting a reply to an EOI does not automatically guarantee that such a company will be considered for receipt of the solicitation when issued. INTERESTED VENDORS SHOULD NOTE THAT THE MINIMUM LEVEL FOR REGISTRATION FOR THIS TENDER IN UNGM (www.ungm.org) IS BASIC LEVEL. COMPANIES WHICH ARE NOT ACTIVELY REGISTERED IN UNGM MAY NOT BE CONSIDERED FOR THE UPCOMING TENDER. Specific Requirements/Information MANDATORY REQUIREMENTS (illustrative, further detailed at RFP stage): Participating vendors will be required to submit, upon receipt of solicitation documents the following minimum requirements and other documents, which will be elaborated in the solicitation documents: • Valid business registration and licensing to operate in Haiti for heavy lifting, transport, site clearance and/or recovery services • Demonstrated minimum three (3) years of experience in similar site clearance, heavy lifting, recovery or towing operations • Availability (owned or leased) of appropriate equipment, such as cranes, flatbeds/low-beds, recovery trucks, forklifts and lifting accessories • Qualified and certified personnel (operators, riggers, drivers, supervisors) • Insurance coverage including third-party liability, workers’ compensation, equipment and cargo-in-transit • Documented Health, Safety, Security and Environmental (HSSE) plans • Acceptance of United Nations General Conditions of Contract Note: Detailed staffing matrices, KPIs/APLs, reporting requirements, and business continuity/quality control expectations will be provided in the subsequent RFP to firms shortlisted from this EOI.
