Name of Service: International Consultant – Design of Training Package and Training of Trainers (ToT) Process facilitation.

Country: Laos

Description of the Assignment:  

The International Consultant will work under the supervision of the UNDP Programme Analyst for the Rule of Law and Access to Justice Portfolio and in close coordination with the UNDP Gender Justice team, the PSC Training Institute, and a National Consultant.

 

The consultancy is structured in phases, with the International Consultant leading training package design, validation, and the initial ToT workshop, and handing over to a aa National Consultant for pilot delivery.

 

At each stage of the consultancy, the IC will regularly support, advise and facilitate each state of consultancy outputs as follows:

 

Tasks of the International Consultant

Task 1: Design of the Training Package (Home-based)

  • Conduct a desk review of relevant project documents, good practices, gender audit findings, regional research, and existing institutional training materials, including materials currently used by the PSC Training Institute and relevant regional or UNDP knowledge products (including RBAP-supported resources), to ensure harmonisation and avoid duplication..
  • Identify priority thematic areas (e.g. gender-responsive leadership, institutional change, strategic communication, peer mentoring), informed by existing PSC training curricula, regional good practices, and relevant UNDP/RBAP resources.
  • Conduct online consultations with UNDP, the PSC Training Institute, and relevant offices and stakeholders to identify training needs and institutional requirements.
  • Design a modular and competency-based training package, including facilitator guides, participant materials, session plans, and practical exercises.
  • Ensure materials are designed for future Lao-language adaptation and national delivery in collaboration with the national consultant.

Task 2: Validation of the Training Package (In-person)

  • Support the design and facilitation of an in-person validation workshop with key stakeholders.
  • Incorporate feedback from the PSC Training Institute and participants.

 

Task 3: Finalize the training package and prepare for ToT delivery

·       Revise and finalize the training package based on feedback from the validation workshop;

·       Ensure the finalized training package reflects adult learning principles and is suitable for Training of Trainers delivery;

·       Finalize all facilitator and participant materials for endorsement by UNDP and the PSC Training Institute;

·       Prepare assessment tools (e.g. pre- and post-training surveys) aligned with UNDP’s M&E framework.

Task 4: Training of Trainers (ToT) Workshop (In-person)

  • Design and facilitate the initial ToT workshop using adult learning principles and participatory methodologies.
  • Support the PSC Training Institute and UNDP to agree on clear selection criteria for ToT participants in advance of the workshop, including professional role, training experience, commitment to future delivery, and gender balance;
  • Work with the PSC Training Institute to identify ToT participants based on the agreed criteria and align ToT methods with existing institutional training practices;
  • Conduct pre- and post-training assessments to measure learning outcomes and readiness for pilot delivery.

Task 5: Handover and Exit

  • Provide structured handover to the National Consultant, national trainers, and the PSC Training Institute.
  • Prepare brief guidance notes for national delivery of pilot trainings.
  • Submit a final 3-5 page report documenting outcomes, lessons learned, and recommendations for further action to strengthen women’s leadership in the Judiciary/PSC.

 

Period of assignment/services: 20 working days
