Description
The United Nations Assistance Mission in Afghanistan (UNAMA) invites security companies to express their interest to participate in the upcoming bidding exercise for the Provision of International Armed Security Guards Services in support to the United Nations Offices in Afghanistan for an initial period of three (3) years with two (2) optional years to extend (3+1+1).
Comprehensive details of the requirements will be provided in the solicitation documents to the selected potential bidders only.
IMPORTANT INSTRUCTIONS: This REOI will be used to evaluate potential bidders. The solicitation documents will be issued after the REOI closing date ONLY to those potential bidders who will have submitted documents that clearly and indisputably confirms / proves compliance with the below listed specific requirements.
Specific Requirements/Information
The following are the mandatory and screening criteria:
1. Membership of the International Private Security Service Provider Code of Conduct.
2. Company profile. Previous and current experience in the required international armed guard services. The bidder must have been in the business of providing armed security services for UN Peacekeeping or Special Political Missions, or other International Organizations, Diplomatic Missions or international non-governmental organizations, or in commercial/trans-national corporations/companies for at least five (5)_years in conflict zones or post-conflict countries/areas prior to submission of its proposal. A minimum of four (4) references from the bidder’s clients of such services is required.
3. Certification of Incorporation, Business license authorizing the bidder to offer security services in the country where their business is registered and, in the location, where the services will be provided and documentary evidence that such licensing procedure was undertaken with the relevant Host Country authorities.
4. The bidder must be registered in the United Nations General Marketplace (UNGM), www.ungm.org. Level 2 registration is preferred.
5. The bidder must be able to comply with the Scope of Work
6. Bidders already operating in Afghanistan or have operated in Afghanistan in the past, must disclose any outstanding tax liabilities that are pending with the government and provide a copy of a current and valid Tax Clearance Certificate for Afghanistan.
7. Ability to deliver and mobilize within 60 days or less from award of contract.
8. The bidder shall develop and submit sample Standard Operating Procedures (SOP) on Emergency Response Plan and Use of Force (UOF) Procedures which must be consistent with UN policies and procedures.
9. Firearms Management. The bidder is to develop and implement its own firearms management procedures and weapons manual consistent with the International Code of Conduct for Private Security Providers and applicable law of Afghanistan.
10. Insurance coverage. Appropriate insurance coverage is required to indemnify and keep the UN indemnified from any and all claims arising from the performance of the contract and including from the result of the use of lethal force. Written commitment from the contractor to this effect.
11. The bidder to warrant that the services will be granted for duration of three (3) years, with the option for UNAMA to extend the contract for a maximum of an additional two (2) years.

Only security companies with the complete information and documents and passed the mandatory criteria will be invited to participate in the bidding process.
