The United Nations Assistance Mission in Afghanistan (UNAMA) invites security companies to express their interest to participate in the upcoming bidding exercise for the Provision of Unarmed Security Guards Services in support to the United Nations Offices in Afghanistan for an initial period of three (3) years with two (2) optional years to extend (3+1+1). Comprehensive details of the requirements will be provided in the solicitation documents to the selected potential bidders only. IMPORTANT INSTRUCTIONS: This REOI will be used to evaluate potential bidders. The solicitation documents will be issued after the REOI closing date ONLY to those potential bidders who will have submitted documents that clearly and indisputably confirms / proves compliance with the below listed specific requirements. Specific Requirements/Information The following are the mandatory ans screeening criteria: 1. The private security company must have valid and current licenses to provide security services in Afghanistan. 2. Certification of Incorporation, Business license authorizing the company to offer security services in the country where their business is registered and, in Afghanistan. 3. The private security company must be registered as a United Nations vendor and shall comply with the appropriate UNSMS organization's procurement rules and the United Nations Supplier Code of Conduct. The company must be registered in the United Nations General Marketplace (UNGM), www.ungm.org. Level 2 registration is preferred. 4.Bid ders already operating in Afghanistan or have operated in Afghanistan in the past, must disclose any outstanding tax liabilities that are pending with the authorities and provide a copy of the latest Tax Clearance Certificate. 5. The private security company must be able to substantially comply with the Scope of Work. 6. The private security company shall not have a record of human rights violations or other discriminatory or unethical practices. 7. Company profile. Previous and current experience in the required international unarmed guard services. Minimum of four (4) references on company is required for services provided in the past 3 years.Minimum of 5 years’ experience as a provider of Unarmed Guard Services to UN entities or International Organizations in at least two (2) UN Peacekeeping or Political Missions conflict areas or post-conflict areas. 8. Ability to deliver and mobilize within 60 days (initial deployment); and within 30 days for up to twenty (20) guard(s) required during contract period. 9. The bidder to warrant that the services will be provided for a duration of three (3) years, with acceptance of an option for two (2) years extension. 10. The bidder shall develop and submit sample Standard Operating Procedures (SOP) on Emergency Response Plan and Use of Force (UOF) Procedures which must be consistent with UN policies and procedures in reference to Chapter IV, Section K: Unarmed Private Security Services and Chapter XI: Guidelines on the Use of Unarmed Private Security Services of the UNSMS Security Policy Manual and Security Management Operations Manual, respectively. Expressions of interest that are not accompanied by the requested supporting documents will not be considered. Only security companies with the complete information and documents and passed the mandatory criteria will be invited to participate in the bidding process.
