Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The study will focus on identifying green jobs within the ship recycling value chain in Pakistan. It will map existing and potential green job sub-sectors and skill sets, identify skills gaps that need to be addressed to enhance the effectiveness of green jobs, and assess sub-sectors and skills with high potential for green job creation. The assessment will also examine linkages between identified or potential green jobs and existing training provision. It will identify training and certification requirements needed to support workers’ transition toward greener practices, develop a roadmap for the promotion of green jobs in the sector, and recommend policy, institutional, and capacity-building measures for tripartite stakeholders (government, employers, and workers). To achieve these objectives, the consultant will undertake desk research and apply qualitative and quantitative methods, including key informant interviews, focus group discussions (FGDs), and surveys. The analysis will be guided by relevant frameworks and tools, including skills frameworks, future skills forecasting for the green transition, ILO Just Transition Guidelines, and the ILO methodology for value chain mapping.
