New clarification added: Question: Our company will source several items from authorized local distributors/agents in Egypt for well-known international brands. In these cases, we deal directly with the local authorized distributor/agent and do not have direct communication channels with the original manufacturer.Could you please confirm whether, for such items, UNOPS will accept any of the following in lieu of a direct manufacturer-issued Form F:A letter of authorization/support issued by the authorized local distributor/agent in Egypt.Proof that the distributor/agent is officially authorized by the manufacturer (e.g., dealership certificate, authorization certificate, partner certificate, etc.We would appreciate your guidance on the acceptable documentation for compliance in this case.Response:Bidders can demonstrate that their own supplier is authorized by the manufacturer and submit said documentation instead of form F.Bidders must clearly state their relationship, attach verifiable proof.Question: Dear Sir/ Madam,We are registered and based in the UK.We do not have local representatitve in Egypt. New clarification added: Question : Regarding the items you requested, I believe we can provide the most similar equipment among them, specifically from items 3 to 13, 15 to 17, and 23.To provide you with an accurate and reasonable quotation, we would like to confirm a few key details with you, which will help us better align with your project schedule and avoid potential misunderstandings in the follow-up cooperation:Firstly, regarding the items from 3 to 13, are they independent units or multiple units combined into a system? From my understanding, items 4 to 13 should form a system, but I'm not sure about item 3 and whether it should be included in the system. Secondly, if my understanding is correct, that is, items 4 to 13 from a system, then this system covers a large area. This requires you to provide a specific floor plan of the facility for our layout. We have done many similar projects; please provide us your layout for our reference.Response : 1. Items 4 through 13 are configured as a single integrated system. Item 3 is an independent unit2. Please refer to the newly uploaded documents to the tender files “1.BTUNewFloor(3rd)Plan.pdf” & “2.LabLayout_RASLab.pdf.Question :This question pertains to item 3: CNC Milling Machine:Could you confirm if the given Installation Area: '400 × 600 × 500 mm or more' is accurate?Or if there is leeway for more area? The condition “400 × 600 × 500 mm or more” is correctQuestion :The technical specifications for the items in your the list, especially items 1 to 11 are locked to a single manufacturer because they require proprietary modular interlinking blocks and internal serial communication protocols that lack universal ISO-standard interchangeability.We kindly request that the specifications be reviewed and revised to make them more flexible and open to equivalent alternatives. If revisions are issued, we also request an extension of the submission deadline to allow sufficient time to update offers.Response : 1. Among the technical specifications for Items 1 to 11, Items 1 to 3 are independent units related respectively to pneumatic systems, hydraulic systems, and CNC equipment. We find it difficult to understand what is meant by the requirement for “independent modular interlocking blocks and an internal serial communication protocol.” 2. For reference,Any mechanical differences may be configured with specifications equivalent to or higher than those required.Items 4 to 13 constitute a single integrated system; therefore, data transmission between equipment must be carried out via Ethernet communication. The controller (Mitsubishi Electric) and the vision system (Cognex) specified are globally recognized leading brands currently used in industrial fields, and they support widely adopted industrial communication protocols. Accordingly, there is no difficulty for the equipment manufacturer in procuring these components and constructing the system. Furthermore, these components were selected in consideration of compatibility with equipment most commonly used in the Egyptian industrial sector.The PLC, robot, vision system, and other components used in the system must, as far as possible, be identical to those specified in the educational curriculum, as they are directly linked to training objectives. However, the hardware configuration may be determined at the manufacturer’s discretion, provided that it meets equivalent specifications in terms of process structure, number of cylinders, motors, sensors used per process, and overall equipment dimensions.The equipment specifications we defined include robots and vision systems as separately added components. As such, these are independent units and cannot be regarded as being tied to a single manufacturer. Question : 1. Detailed product images (if available) 2. Solid drawings (2D/3D CAD or SolidWorks files) 3. Specific load capacity requirements (if applicable) 4. Confirmation of any required compliance standards As the current specifications describe only general minimum requirements, these detailed drawings and visual references are necessary to ensure precise costing, material estimation, and production planning.Response : 1. Visual reference materials are uploaded to the tender document file “ITB_2026_61012_Section_II_Schedule of Requirements / Reference Images” 2. For very basic educational purposes, the bidders do have standard process control training equipment available. Even in those cases, however, they only provide relevant catalogues as reference materials.4. The “Smart Factory for Process Control” under the Egypt project is a customized system. The selected vendor is required to configure the system in line with the educational curriculum, integrating equipment such as SCADA, MES, PLC, vision systems, robot systems, and others. In practice, apart from basic standalone units, such systems are custom-built in any country. Therefore, it is only appropriate that capable and qualified manufacturers who can meet the required specifications participate in the bidding.Question: As per the tender conditions, partial bidding is not allowed and all bidders are required to quote for all 23 items. Kindly clarify how the order will be placed after evaluation:Will the purchase order be awarded to a single successful bidder for all 23 line items, orWill the purchaser reserve the right to split the award and issue separate purchase orders for selected items to different bidders?We request your confirmation on the intended order placement methodology so that we can align our commercial offer and internal planning accordingly.Response :Award would be for the total items requested, one bidder will be selected for the required items.Partial bids shall not be allowed. New clarification added: Question : What is the accepted currency for the financial offer?Response : Bid currency is USD (United States Dollars)Question : Is there any advance payment? Does this imply that vendor must offer all items?Partial offer is not accepted?Response :Partial offers are not accepted, Bidders must quote prices for the total goods, services or works for the total requirement. Evaluation will be done for the total requirement.UNOPS is currently reviewing other clarification requests, and will be addressing them at the earliest opportunity.

New amendment added #1: This amendment is in place to extend submission deadline by 2 weeks to 26th February, 2026, 1 pm Egypt time,And extend clarification deadline to 19th February, 2026, 1 pm Egypt time,And finally update "price for goods" table, in "Form C: Price Schedule Form", these modifications can be found in document "ITB_2026_61012_Section_III_Returnable Bidding Forms Amendment 1".

New clarification added: Question :As part of the procurement process, we have come across Form H: Representation in Egypt Information Form, which outlines the necessity of having a local agent or representative in Egypt. Could you please clarify whether it is permissible to proceed without a local representative for this project?Response :For bidders that are not based in EGYPT, local representation is mandatory to ensure After Sales Services, such as maintenance and spare parts.
