1. Background: The UNODC Global Maritime Crime Programme (GMCP) helps Member States improve and coordinate their efforts against maritime crime. In this case, it seeks to strengthen the capacity of the navies and coast guards of the countries of The Bahamas, Barbados, Dominican Republic, Guyana, Haiti, Jamaica, Suriname, and Trinidad and Tobago through the acquisition of drones in the face of the immediate need to equip their personnel with tools that allow effective maritime surveillance and monitoring, improving national security. 2. Objective: Supply and Delivery Drones for Security including related Accessories and training. The requirement may include the following goods and services: A. Professional-grade multirotor Unmanned Aerial Vehicle (UAV) suitable for defense, law enforcement, and critical infrastructure operations. The system should feature rugged construction with weather resistance, advanced autonomous capabilities (including GPS-denied navigation), and real-time data transmission. It must support modular payloads for high-resolution visual and thermal imaging, as well as mapping functions (2D and 3D). The UAV should offer an endurance of approximately 40–45 minutes per flight, a payload capacity around 2 kg, and a total weight under 2.5 kg. The system must also provide compatibility with military frequency bands to ensure secure and reliable communication in tactical environments. License perpetual. Estimated quantity: 12 units B. Training designed for operators seeking to obtain the Operator certification and to master both piloting and advanced use of drones. The training includes on how to operate the equipment, perform basic maintenance, field practice and aircraft operation. The requirement may include delivery to multiple final destinations across the Caribbean and Central America. Deliveries will be required on the basis of DAP – Final Destination (INCOTERMS 2020). Bidders should note that, as part of the evaluation of offers, bidders may be required to demonstrate the following: - Compliance with the technical specifications / requirements of the solicitation documents; - Be an authorized distributor or manufacturer of the offered equipment; - Comply with warranty requirements; - Prior Experience in the supply and delivery of the offered equipment. - Compliance with the required delivery terms; It is important to mention that a full description of the requirements and specifications will be found within the invitation to bid document (ITB). This document will include complete instructions for the submission of bids, technical specifications and all technical documents to fully demonstrate the scope of the requirement and the delivery of the items to be provided. Bidders should note that this document is not an invitation to bid (ITB) and therefore no offer is expected at this stage. The purpose of this document is to identify companies that would be interested in participating in the tender when it is issued and if they are invited to the tender handled by UNODC. UNODC reserves the right to change or cancel the requirement at any time during the EOI and / or application process.
