New clarification added: Question1: With reference to the tender requirements regarding COGAT approval, our understanding is that UNOPS will be responsible for applying for the approval, while the successful bidder will be required to store the goods at the manufacturer’s warehouse until the approval is issued. Kindly confirm if this is correctQuestions2: The tender requirements state that the successful bidder shall provide UNOPS with all supporting documents necessary to apply for the COGAT approval. Could you please clarify whether these supporting documents include the Bill of Lading, or if the application can be submitted without it? Since the goods would remain stored at the manufacturer’s warehouse until the approval is granted, it would not be possible to provide UNOPS with the Bill of Lading prior to shipmenQuestion3:In the tender document, it is stated that “UNOPS will obtain the relevant Israeli tax and customs duties exemptions. Accordingly, the successful bidder must provide UNOPS with all required shipping and supporting documents.”Could you please clarify whether this means that UNOPS will provide the successful bidder (the importer) with the necessary documents to ensure exemption from taxes and customs duties at the time of submitting the import declaration at the seaport?UNOPS answer: Once UNOPS obtains COGAT approval, UNOPS will notify the successful bidder to ship goods. The successful supplier is required to store the goods at their factory or warehouse at no additional cost until COGAT approval is granted. UNOPS will issue an official delivery request only after UNOPS obtains COGAT approval.Regarding the delivery, the supplier is responsible on the manufacturing, shipping storage and all related logistics from until delivery and installation to site.
