Description

The International Labour Organisation (ILO) through the Productivity Ecosystems for Decent Work (PE4DW) project is looking for a consulting firm to conduct a review and assessment of international treaties and commitments alignment, undertake assessment of SME consultant network and SMEs’ adaptation to twin transition, and provide recommendations for completion of SME supporting policies in Viet Nam. Specifically, key areas of assignment are as follows:  

  • Legal and policy review of the newly proposed SME support policies in alignment with international commitments and international good practices 

  • Review of legal framework and support policies for SME to the twin transition and relevant international experiences 

  • Review the current legal and institutional framework, as well as the practical operation, of the SME consultant network in Viet Nam; compare with relevant international experience on SME advisory networks. 

  • Organize three thematic consultation workshops to present preliminary findings on SME support policies, including insights from international good practices, validate the analysis and gather feedback from experts, policymakers and the business community.
