Description
The United Nations, through the United Nations Postal Administration (UNPA), intends to procure integrated merchant services and electronic payment processing solutions to support its global commercial sales operations.
The required solution will enable secure card-present and card-not-present payment processing across multiple channels, including point-of-sale counters, mobile sales environments, call centers, and e-commerce platforms. Services are expected to support major card networks (Visa, MasterCard, American Express, and preferably Discover and UnionPay), mobile wallets, payment gateways, POS terminals (stationary and wireless), settlement of funds, reporting and analytics, fraud prevention, and customer support.
The proposed solution will require an existing and proven integration with Microsoft Dynamics 365 Commerce, which is the sales and e-commerce platform currently being implemented by UNPA. The solution must support seamless payment processing within this environment, including real-time transactions, automated reconciliation, omnichannel capabilities, and compliance with applicable industry and regulatory standards (e.g. PCI DSS and EU payment regulations).
UNPA operates sales locations in New York, Geneva, and Vienna, participates in international events, and manages an online store serving customers worldwide. The solution must therefore support multi-currency processing, daily settlement into UN-designated bank accounts, scalability, and secure global operations.
Vendors responding to this REOI should be capable of delivering a turnkey, secure, and scalable merchant services solution, including integration, equipment, reporting, and ongoing support.

Specific Requirements/Information
• This procurement exercise will be conducted through the ARIBA e-tendering platform, which is directly integrated with the United Nations Global Marketplace (UNGM). Interested vendors are therefore advised to ensure that their UNGM registration is current, particularly with respect to contact information and designated representatives’ email addresses, in order to receive all tender-related notifications.
• This Request for Expression of Interest (REOI) does not constitute a Solicitation. Submission of a response to this REOI does not guarantee that a vendor will be invited to participate in any subsequent Solicitation issued by the United Nations.
• The United Nations reserves the right to amend, suspend, or cancel the procurement process at any stage during the REOI phase or the subsequent formal Solicitation process.
• The United Nations further reserves the right to issue the Solicitation Documents to vendors identified through this REOI and/or through additional market research or other sourcing methods deemed appropriate to meet the Organization’s requirements.
