Could we have payment/ transaction to Syrian bank in USD?UNOPS REPLY:Non-government banks are approved to receive USD payments. Noting that, Al Baraka Bank is recommended, as USD payments can be facilitated through them.

New clarification added: Clarification:Dear UNOPS Team,In section II, LOT 3: OR Equipment , Item 1: Cardiopulmonary Bypass (CPB) , requirement NO.72, you mentioned that " Warranty of all accessories is included in the 5 years contract" Could you clarify this condition and what the five years covers?. The warranty period as mentioned in the requirements for all items" Two years full warranty from date of acceptance" .UNOPS REPLY:The warranty for the accessories is as it is mentioned in the specification(5 years), and the machine itself is 2 years.

New clarification added: Clarification:Dear UNOPS Team,As per pervious EOI, you mentioned that " Bidders can submit for any item". But as mentioned in this current ITB "bidders must offer 100% of the items specified for each lot". We are an authrized represesntitve for well-known ventilators manufacturer of dedicated neonatal/pediatric ventilators, but based on the required items in NICU/LOT2 we don't have other equipment to offer . We are afraid to lose our chance to compete in this ITB based on the full LOT policy. Could we submit our offer and could be under evaluation?UNOPS REPLY:Please submit an offer. This is following what was mentioned in the tender (repeated here for ease of reference): ''2. In case none of the bidders submitted substantially compliant items for the whole lot, UNOPS has the right to evaluate offers based on partial items. Evaluation will be done per item in this case. Bidder should be fully aware of this condition.''

New clarification added: Clarification:Dear Sir/MadamGood DayTender Ref : ITB/2025/60457Could you please clarify the following : First : Important Requirements for all items Item No -6 -The number of the related parameters specified in the specification shall be clearly marked /shown on the catalogue Is this mean to mark the required specification on the attached catalog? Item No - 11 The bidder shall provide evidence on readiness to complete the corrective and preventive maintenance in the time limits. This shall be by attaching the resumes of trained engineers and reference sites where the machines were installed, failure to comply with this shall be considered a sufficient reason for the exclusion. Notified Bodies or by an IAF recognized/accredited Conformity Assessment Body.. A file will be submitted that includes the engineers and technicians working in the company and those responsible, if the tender is awarded, for installation, operation, and training operations, and in the future for maintenance and warranty work. Item No – 18 Required documentation with the offer: CE/FDA and ISO certificates as mentioned along with each items, brochures, data sheets, and proof of country of origin and manufacturing date. How is the country of origin and date of manufacture proven when submitting an offer? We will only mention the country of origin and date of manufacture in the technical offer, and this will be proven when the tender is awarded and the devices are supplied Item No - 19. All manuals, schematics, software/media, and a spare parts price list valid for 7 years after the warranty period must be provided. All manuals, schematics, and software/media will be provided upon award of the contract and installation of the equipment. Item No - 30 The installation engineer/technician as well as the end-user should be trained and authorized by the manufacturer to perform the installation. Second :For delivery place what do you mean in DAP ? is it mean Damascus Airport Third : All available options and accessories must be offered and priced separately. Does this mean that the options and accessories should be priced separately from the device they are attached to, and in a separate price list from the device's price? Fourth : Any other accessories, including various patient cuff sizes, must be listed and priced separately. Does this mean they should be priced separately from the Monitor price and in a separate price list from the device price list? Fifth : Prices of all accessories (including ECG cables, SPO2 sensors, cuffs, pressure transducers, temperature sensors etc.) should be priced separately and fixed for a minimum period of five years after warranty period Does this mean that all monitor accessories will be priced separately from the monitor itself? Sixth : in Operating Table Each table include the following accessories and parts (quoted separately Does this mean that these parts and accessories will be priced separately from the price of the table and in a separate price list? Seventh : in Anesthesia Machine with cardiac bypass with AGSS SYSTEM Patient Monitor: priced as an option.. Does this mean that we can provide the monitor , or not provide it, along with the anesthesia machine? New clarification added: Clarification:Dear Sir/Ma'am,Greetings.We are a reputed manufacturer and supplier of medical equipment, established in 1953, and hold a valid commercial registration in India.We kindly seek clarification on whether our Indian commercial registration will be considered acceptable for participation in this tender, in lieu of a Syrian commercial registration certificate.Additionally, we have a local agent in Syria who will be fully responsible for after-sales service and support, if required.Regards,UNOPS REPLY:For manufacturers to be considered in this tender, they must comply with the qualification criteria. number 3.3-3.5

New clarification added: Clarification:Dear Sir/Mam, in refer to the Manufacturer’s Authorization Form, it is stated that" To be eligible for delivery of goods, the bidder must be either the manufacturer of the offered goods or a sole representative of the manufacturer to the United Nations. Should offers for a particular make and model be received from more than one appointed representative, UNOPS reserves the right to select only one."Please kindly confirm if a manufacturer can only authorize one appointed representive per lot for subject tender. UNOPS REPLY: Please note that there is no restriction preventing a manufacturer from authorizing more than one representative per lot. However, as stated in the solicitation document, UNOPS reserves the right to select only one bidder for the delivery of the goods, should multiple offers be received for the same make and model. The selection will be made in line with the evaluaiton methodoly stated in the tenderAlso note that any authorized representative must fully comply with all qualification requirements and other tender criteria in order to be considered during the evaluation.

New clarification added: Dear Bidders,Please be reminded of the following important point, which was already stated in the tender:Manufacturers and authorized local agents should not quote for the same item/s with the same brand model as two separate entities (two bidders); to avoid any conflict of interest, as this will lead to offer disqualification.
