REQUEST FOR EXPRESSION OF INTEREST (EOI) – PROC-MOZ25EOI004 for Consultancy Services for the Professional Design and supervision of the construction of Upper-Air Station Building

A. Background
1.
The United Nations World Food Programme hereinafter referred to as the “WFP”, with its Headquarters located in Via C.G. Viola, 68/70, 00148 Rome, Italy, has been designated as the implementing entity in Mozambique, for the World Meteorological Organization’s program, called the Systematic Observations Financing Mechanism (SOFF), in partnership with National Institute of Meteorology of Mozambique (INAM) and other stakeholders to enhance the country’s meteorological and climate observation infrastructure, support capacity building and ensure sustainable data sharing practices.

As part of the SOFF Investment Phase, INAM intends to build 4 Upper Air Stations in the cities of Maputo, Beira, Nampula and Tete in Mozambique. These stations will play a crucial role in strengthening Mozambique’s meteorological observation infrastructure, contributing to improved weather forecasting, climate monitoring and early warning systems, which are dedicated to disaster risk reduction, agricultural planning and climate adaptation strategies.

The WFP Mozambique CO seeks to establish a consultancy service contract for the professional design and supervision of an Upper-Air Station Building for the launch of weather balloons. These upper-air stations will play a crucial role in strengthening Mozambique's meteorological observation infrastructure, contributing to improved weather forecasting, climate monitoring, and early warning systems that are vital for disaster risk reduction, agricultural planning, and climate adaptation strategies.

The works consist in the provision of Professional design services, surveys, including cost estimates, and construction supervision services during the implementation phase, any support to WFP required for the project on the consultant’s scope.
5.
WFP invites eligible suppliers to express their interest in providing the requested services for the professional design and supervision of the Upper-Air Station Building.
B. The purpose of this EOI

The purpose of this request for EOI is to identify suppliers with verified technical and financial capacity to undertake the services for the Professional design of an Upper Air Station building and supervision. Eligible suppliers will be invited to participate in the bidding process for the proposed tender.
7.
Eligibility to participate in the proposed tender will be determined on the basis of:

Company Profile & Experience – Demonstrated experience in similar projects including a track record of successfully completed works in the design of Upper air station Buildings and supervision in Mozambique or similar in scope (different locations).

Legal Compliance – Valid license and certifications (including the Consultant’s license)

Project References – References from previous projects, if available, showcasing past performance and client satisfaction, reference letters.

Financial Capacity – Proof of financial stability, including audited financial statements or annual turnover records for the last five (5) years.
8.
After the deadline for submission of responses has passed, WFP will evaluate responses received and will notify eligible participants of the outcome of the evaluation.

WFP will not consider incomplete or unsigned submissions. All responses and supporting documentation received will be treated as strictly confidential and will not be made available to the public.

This request for EOI does not constitute a solicitation. WFP reserves the right to change or cancel this procurement process or any of its requirements at any time during the process; any such action will be communicated to all participants.

O Programa Mundial de Alimentos (PMA), uma das agências das nações unidas, foi designado como
entidade implementadora em Moçambique, do programa da Organização Mundial da Meterologia,
denominado Mecanismo de Financiamento de Observações Sistemáticas (SOFF), em parceria com o
Instituto Nacional de Meteorologia de Moçambique (INAM) e outras partes interessadas para aprimorar
a infraestrutura de observação meteorológica e climática do país, apoiar o desenvolvimento de
capacidades e garantir práticas sustentáveis de partilha de dados.
Como parte da Fase de Investimento do SOFF, o INAM pretende construir 4 estações aerológicas, nas
cidades de Maputo, Beira, Nampula e Tete, em Moçambique. Estas estações desempenharão um papel
crucial no reforço da infraestrutura de observação meteorológica de Moçambique, contribuindo para
a melhoria da previsão do tempo, da monitorização climática e dos sistemas de aviso prévio, que
são vitais para a redução do risco de desastres, a planificação agrícola e as estratégias de adaptação
climática.
Neste contexto, o Escritório do PMA em Moçambique, pretendendo estabelecer um contrato para a
concepção do desenho profissional do projecto de construção de edifícios para Estação
Aerológica, bem como para a supervisão durante a sua implementação (Consultor de Construção
Civil), convida fornecedores elegíveis e qualificados a manifestarem o seu interesse em prestar os
referidos serviços de consultoria.
Os fornecedores interessados devem demonstrar experiência relevante e capacidade técnica para
prestar os serviços exigidos, em conformidade com os padrões do PMA.
