Provision of Impact Assessment Services in Rwanda and Eastern and Southern Africa (ESA)

The International Fund for Agricultural Development (IFAD), a specialized agency of the United Nations based in Rome, Italy, hereby solicits proposals for the Provision of Impact Assessment Services in Rwanda and Eastern and Southern Africa (ESA). The primary objective of this tender is to identify a suitable company to implement face-to-face data collection (quantitative and qualitative surveys) at household and community level in Rwanda, using computer‑assisted personal interview (CAPI) software. While Rwanda is the principal focus of this assignment, IFAD may also consider extending similar work to other countries in ESA region, subject to the broader experience and qualifications of the bidding firms. For this reason, with this tender, IFAD would like to contract companies with demonstrated expertise in Rwanda and/or across the ESA region, with whom Long-Term agreements might be established. The Contractor, with Rwanda as the primary focus and potential assignments in the Eastern and Southern Africa region subject to broader experience, will be required to conduct four main activities: (A) survey design; (B) survey management; (C) data collection; and (D) data processing.
