RFQ under National Competitive Bidding To Establish A Blanket Purchase Agreement (BPA) for Supplying Meeting/ Training Facilities in Kampong Speu Province, Cambodia

The United Nations Office for Project Services (hereinafter referred to as UNOPS) is pleased to invite prospective bidder to submit a quotation to establish A Blanket Purchase Agreement (BPA) for Supplying Meeting/ Training Facilities in Kampong Speu Province, Cambodia in accordance with the UNOPS General Conditions of Contract and the Schedule of Requirements as set out in this Request for Quotation (RFQ).

Summary required Lots  are as below:
Lot 1 -  Meeting package from 15pax - 30pax
Lot 2 -  Meeting package from 31pax - 50pax
Lot 3 -  Meeting package from 51pax - 70pax
Lot 4 -  Meeting package from 71pax - 100pax
Lot 5 -  Meeting package from 101pax - 130pax

Criteria of Evaluation: will be done lot by lot

The overall objective of this solicitation is to establish a Blanket Purchase Agreement (BPA) to facilitate and expedite the process by which UNOPS will contract the supply of meeting/ training arrangements in Kampot Province for period of 12 months and possibility to extend another year according to the performance, fund availability and if the BPA is not exceed a maximum contract ceiling of US$50,000 during the 12 months contract duration. 

Number of BPAs and non-Exclusivity: UNOPS will enter into a single BPA agreement with one or three suppliers selected as result of this procurement process, as evaluation methodology and criteria specific herein. The BPA shall be considered by UNOPs as non-exclusive and UNOPS will not be committed to purchase any minimum quantity. 

Once the BPA is signed, if there is a specific requirement for meeting/ training arrangements in Kampot Province, the UNOPS appointed focal person shall issue a release Purchase Order (PO) to the supplier. The PO will include details on the type and number items to be supplied and other practical details. The pricing will be based on prices in the BPA contract as quoted in this RFQ. 

Remark:
(1). The evaluation and selection will be done lot by lot and awards will be made to 1 or 3 hotels with the best offer per lot in order to priority eg LB1 to LB3 will be lowest price and awarded.
(2). Call off orders against BPA will be made in order of priority based on the lowest offer and availability of the meeting room among the awarded hotels per lot.
(3). Successful Bidders need to note that they are not bound to provide the meeting facility of their conference room are already booked. In case meeting facilities of the LB1 are unavailable the time of need, the LB2 will be contacted. This procedure will be done until LB3

Women-owned companies are encouraged to submit quotation.
