New clarification added: Dear UNOPS, In Section II you write: Bidders shall deliver and unload the goods as soon as possible but not later than within 150 days after contract issuance. Bidders must provide realistic delivery time for the proposed goods. Does it mean bidders offering longer period of delivery (over 150 days) will be rejected?Dear Bidder,Thank you for your request.Please note that the delivery requirements are the mandatory requirements for the RFQ. Bidders offering longer delivery periods than required could not be considered substantially compliant with the requirements however the RFQ methodology allows to award the contract to the lowest priced most technically acceptable offer if there are no substantially compliant offers.Thank you.

For equipment of this class, the standard and technically acceptable operating gas pressure range is 20–50 mbar, while 2.0 atm is excessively high and structurally incompatible with typical CHP burner and gas control systems.In addition, the establishment of such a requirement necessitates the placement of a gas control point (GCP) directly next to the equipment, which creates additional risks for the recipient, both technical and operational. The allowable emissions levels provided in clause 2.12.2 are compliant with the legislation and requirements of the end user of the equipment. Please note that according to the RFQ requirements (RFQ Particulars) the language of the tender is English and all communications regarding the tender should be conducted in English. Therefore in order to ensure transparency your request is translated in English as below (brief provided below):“The tender documentation contains a request for CHP units with an electrical capacity of 1000 kW, 1500 kW, 2000 kW. Can we offer several CHP units to provide the specified capacity (for example: for 1000 kW, offer two CHP units of 500 kW each). I am also interested in the question - is it a mandatory condition to supply CHP units in a container version (today, unfortunately, we cannot produce CHP units in a container)”.Please find below the answer:The CHP units must have the unit power as specified in the Section II Schedule of Requirements. Proposing several units of lower power capacity instead of one unit with the required capacity is not acceptable. All the requirements specified in the Section II Schedule of Requirements for each lot are mandatory requirements. Thank you.

Use of Step-Up / Step-Down TransformersCould you please confirm whether it is acceptable to offer cogeneration units with the use of step-up or step-down transformers in order to match the output voltage of the equipment with the voltage requirements specified for each lot?2. Adjustment of Allowable Power RangesWe kindly ask whether UNOPS could consider expanding the allowable electrical output power ranges within the relevant lots to ensure broader competition.In particular, we request confirmation on whether units with electrical output capacities of 1.84 MW and 2.3 MW may be accepted under the corresponding lots, as these ratings fall very close to the currently stated requirements and fully meet all technical, safety, and operational criteria.We appreciate your support and kindly ask for your confirmation to allow us to prepare a fully compliant and competitive proposal.Dear BidderThank you for your request. Please find the answers below:The generator of the CHP must meet the required output voltage established for each lot. The use of step-up or step-down transformers is not acceptable. The power ranges of the generators for each of the lots were established based on the needs and technical requirements of the end users of the equipment. The maximum possible allowable tolerance was provided in the technical requirements after careful technical assessment. Deviations that exceed the tolerance provided in the technical requirements for each lot is therefore not acceptable.Thank you.
