Description
The United Nations Office on Drugs and Crime (UNODC) invites qualified interested firms to submit Expression of Interest (EOI) to participate in the upcoming solicitation for the Development of a Results Based Monitoring and Evaluation (RBM&E) System for the Ethics and Anti-Corruption Commission (EACC) in Nairobi, Kenya.
The United Nations Office on Drugs and Crime (UNODC) through its Criminal Justice Programme (CPCJ) Programme intends to support the EACC to develop and deliver a digital, results-based monitoring and evaluation system that automates performance tracking across the strategic plans of the Ethics and Anti-Corruption Commission, National Integrity Academy, and Kenya Leadership and Integrity Forum, enhancing data-driven decision-making, accountability, and service delivery within a four-month period.
The project’s primary objectives of this requirement are:
i. Needs Assessment
•Review RBM&E policies and frameworks
•Evaluate existing tools and infrastructure
•Map RBM&E workflows in Commission and NIAca
•Identify best practices and suitable database structures
ii. System Design
•Propose a digital end-to-end M&E solution (web/mobile)
•Build AI-enabled database with dashboard and reporting tools
•Integrate security features
•Demonstrate system and incorporate stakeholder feedback
iii. System Rollout & Testing
•Deploy beta version and guide testing
•Configure test/production environments
•Prepare and execute test cases and reports
•Manage bugs with clear troubleshooting protocols
•Ensure compliance with software standards
iv. Documentation & Training
•Develop system and database documentation
•Create M&E operational procedure and training manuals
•Train Commission staff through mentoring.

Specific Requirements/Information
IMPORTANT:
Please note that this REOI is not an invitation for submission of tenders. Its purpose is to identify companies that would be interested and eligible to participate in the solicitation when issued. UNODC will examine the outcome of this request for EOI and will consider those companies that have expressed their interest. UNODC reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. Thus, submitting a reply to this Request for EOI does not automatically guarantee your company will be considered for receipt of the solicitation when issued.
