Provision of Maintenance Services at IOM Egypt Premises
The International Organization for Migration (IOM) Egypt Country office invites potential contractors and service provides to apply for the request for quotation for the provision of the services for undergoing regular and preventive maintenance on periodical bases for the office premises.
Project Description
- Background/Rationale: IOM Egypt operates from several premises (main office at 47A–C Abo Elfeda Street, Zamalek, Cairo, and Migrants Health Assessment Centre, 8 Abdelkawy Shams Street, Dokki, Giza). To maintain a safe, functional, and professional environment for staff, visitors, and beneficiaries, high-quality facility maintenance is required.
- Objectives: To establish a Long-Term Agreement (LTA) with a qualified service provider for comprehensive maintenance and repair services, ensuring rapid, reliable, and cost-effective response with minimal disruption to operations.
This Terms of Reference (ToR) aims to establish a Framework Agreement with a qualified service provider for the provision of comprehensive, year-round maintenance and repair services. This agreement will ensure a rapid, reliable, and cost-effective response to maintenance needs, minimizing disruption to IOM's operations.
Objective of the Service Agreement
The primary objective is to engage a service provider to perform preventive and corrective maintenance for all building systems and infrastructure as detailed below. The services must be delivered promptly, professionally, and in compliance with all relevant Egyptian safety codes and regulations.
Scope of Services, Expected Outputs and Target Completion
The service provider shall be responsible for providing all necessary labor, materials, tools, equipment, and transportation to perform the following tasks:
1. Carpentry Works:
- Repair and maintenance of doors either wood, aluminum or glass, windows, frames, locks, hinges, and handles for all doors.
- Repair and maintenance of furniture (desks, cabinets, tables, shelves and drawers including hinges, handles and locks).
- Repair of skirting boards, ceiling moldings, and other decorative woodwork.
2. Electrical Maintenance:
- Routine inspection and maintenance of electrical panels, circuit breakers (MCBs, RCCBs), and wiring systems.
- Troubleshooting and repair of electrical faults, power outages, and socket issues.
- Maintenance and replacement of lighting systems (internal and external), including bulbs, LEDs, fluorescents, starters, ballasts, and fixtures.
- Ensuring all electrical work complies with national safety standards.
3. Masonry Works & Building Painting:
- Patchwork, plastering, and painting of walls, ceilings, and exterior surfaces to address cracks, dampness, or wear and tear.
- Tiling works, repair of damaged floor/wall tiles, and re-grouting.
- Full interior and exterior painting of the premises as scheduled and agreed with IOM management.
4. Plumbing, Toilets, and Sewage Systems:
- Maintenance and repair of all water supply lines, taps, faucets, and connections.
- Unblocking of sinks, drains, toilets, and sewage lines.
- Repair and maintenance of flush systems, water tanks, and toilet fittings.
- Inspection and maintenance of main sewage connections to prevent backups.
5. Fire Safety Systems Maintenance:
- Fire Alarm and Control Systems: Monthly testing, inspection, and annual maintenance of control panels, smoke/heat detectors, manual call points, and alarm sounders.
- Maintenance and replacing of portable smoke detectors, testing and changing batteries.
- Ensure full compliance with IOM and Egyptian fire safety regulations.
6. Access Control System and CCTV Maintenance:
- Routine inspection, testing, and maintenance of electronic access systems (e.g., card readers, biometric scanners, electric locks, magnetic locks, door controllers).
- Troubleshooting and repair of system faults to ensure security integrity is never compromised.
- CCTV maintenance, cleaning and reallocation.
The tender contains sustainability considerations for preventing or minimizing damage associated with climate change.
Examples:
Energy efficiency, greenhouse gas reporting and emission offsetting.
The tender contains sustainability considerations for the prevention of polluting emissions to air, solid waste to land and discharges to water.
Examples:
EMS, waste management and wastewater management.
The tender contains sustainability considerations promoting sustainability through the entire supply chain.
Examples:
Sustainability requirements for tier 2 suppliers, identification and approval of subcontractors.
The tender contains sustainability considerations promoting vendors' participation to the UN Global Compact.
The tender considers the whole life cycle cost of the service or product.
