The Global Operational Network of Anti-Corruption Law Enforcement Authorities (GlobE Network) was established under UNODC auspices in 2021 as a central platform for fostering international cooperation against corruption and is open to anti-corruption law enforcement authorities of all UN Member States and States Parties to the UN Convention against Corruption (UNCAC). The Network is governed by its members and is supported by the United Nations Office against Drugs and Crime, which provides the Network’s secretariat.
Through the GlobE Network, operational law enforcement authorities with an anti-corruption mandate can join forces to advance transnational corruption cases. These authorities include anti-corruption agencies, police forces, prosecutors’ offices, and offices of the attorney general, asset recovery offices, and financial investigation units. Currently, GlobE Network comprises 244 authorities representing 132 Member States and State Parties to UNCAC. The GlobE Network aims to provide a quick, agile, and efficient tool for facilitating transnational cooperation in combating corruption, strengthening communication exchange and peer learning between anti-corruption law enforcement authorities, while complementing and coordinating with relevant international cooperation platforms.”
Therefore, the GlobE Secure Communication Platform (hereafter referred to as “SCP”) is one of the most important tools of the Network, which aims to facilitate the exchange of information and communication among practitioners cooperating informally on investigations and prosecution of corruption cases.  
As part of this initiative, GlobE Network secretariat is interested in developing a customized SCP. The SCP shall consist of multiple modules designed to facilitate secure, informal communication and information exchange among law enforcement practitioners involved in global anti-corruption investigations and prosecutions.  
The primary users of the SCP will be anti-corruption law enforcement practitioners worldwide.
The primary goal of the customized SCP project is to enhance the effectiveness and efficiency of cross-border cooperation on corruption cases by enabling real-time exchange of operational, case-sensitive information and intelligence through a secure and reliable platform.
Therefore, the customized SCP shall:
•	Be available globally in all countries,
•	Deliver a secure, end-to-end encrypted, and effective solution for real-time information exchange among GlobE Network members, where data is exchanged exclusively between sender and receiver, without third-party access or storage (including no UNODC access to the information exchanged);
•	Meet specific requirements, including confidentiality and data protection, determined by law enforcement authorities;
•	Deliver an innovative and future-proof solution that addresses current challenges and anticipates evolving requirements in secure communication; and
•	Be designed with the flexibility to expand in the future across disciplinary areas, as new technologies are integrated. This adaptability will be a key asset in ensuring sustained added value.  
In summary, the strategic objective will be the most innovative approach to the delivery of secure communication, designed to address the current and potential future challenges. 
The GlobE Network secretariat shall maintain full control of user accreditation and  access, but without gaining access to intelligence exchanges in transit or at rest. 
SCOPE OF WORK
The Solution shall comprise seven core modules, each addressing a specific functional area, :
i.	Module 1: Communication Tool
ii.	Module 2: Scheduler
iii.	Module 3: Email
iv.	Module 4: Large Data File Exchange
v.	Module 5: Secure File Storage
vi.	Module 6: Templated Solutions
vii.	Module 7: Integration Layer
All modules shall support translation capabilities, training, and reporting functionalities, all unified under consistent branding. 
II. Qualification requirements 
•	Proven experience in delivering similar solutions or components;.
•	Technical expertise in secure software development, data protection, and system integration, specific to the module(s) proposed;.
•	Capacity to support multilingual environments or plugins and global deployments, particularly for communication and user-facing modules;.
•	Evidence of financial and operational stability to support delivery and long-term support of the proposed module(s) or solution;. 
•	Availability of qualified personnel with relevant experience in development, implementation, training, and support;.
•	Ability to collaborate effectively with other stakeholders, maintaining responsiveness and adaptability throughout the project lifecycle;. 
III. Delivery and Support
 The Contractor shall provide a comprehensive implementation plan tailored to the scope of their proposal - whether for a SaaS offering, selected modules, or a fully managed Solution. Implementation shall be carried out in close coordination with the UN Contract Manager and designated stakeholders, ensuring alignment with project milestones and minimal disruption to operations.
For SaaS-based solutions, the Contractor shall manage all environments (including development, staging,= and production) internally, and shall provide clear documentation on environment setup, release cycles, data handling, and change management procedures. The Contractor shall ensure that all environments meet the required security, performance, and availability standards, and that updates or releases are communicated in advance to the UN Contract Manager.
For custom-built or fully managed solutions, the Contractor shall be responsible for setting up and maintaining separate environments for development, testing, staging, and production. These environments shall be securely isolated, documented, and governed by structured deployment protocols, including rollback procedures and version control.
Training on all functionality implemented shall be provided by the Contractor to  administrators and support personnel of the UNODC Training shall be in English.  
IV. Submission Instructions
Expressions of Interest shall be submitted exclusively through the United Nations Global Marketplace (UNGM). Submissions sent via email or any method other than UNGM will not be considered.
