New clarification added: C#3:Regarding the qualification criteria for previous experience, could you please confirm whether the minimum USD 50,000 refers specifically to the value of the design and supervision consultancy contract?R#3:The previous experience may include design/consulting services or design and supervision services but it does not include any construction works.C#4:Additionally, we would appreciate clarification on whether testing related to the tendons of the post-tension system is required as part of this assignment. If so, could you please advise whether this falls under our scope of work and allocated budget?R#4:As per ToR, The consultant is requested to assess the condition and performance of the prestressing tendons and evaluate potential prestress losses as part of the assignment.That includes Identifying any visible or hidden deterioration, Using non-destructive testing methods as needed, and analyzing if the structure is still providing adequate prestress (through modelling, analysis...)It is the responsibility of the Consulting Firm to propose appropriate inspection or testing methods that are not destructive and do not cause damage to the existing tendons.These activities are considered within the scope of services and included in the allocated budget.C#5:The TOR (Section 4.1) states that the Consultant shall assess the “reservoirs and pumping station,” while the subsequent description of hydraulic testing refers only to the reservoirs. Could you please confirm whether the hydraulic assessment is expected to:(i) cover only the tanks (inlet/outlet, overflow, scouring, and related appurtenances), or(ii) extend to the newly rehabilitated pumping station?Could you also confirm whether the “hydraulic assessment” is limited to the two tanks, with or without the pumping station, or whether it is intended to cover the broader hydraulic system, namely: the complete water scheme, including the two sources: (1) Damour, Mechref and Naameh wells, and (2) Dabyeh WTP, through Bourj Abi Haidar pumping station and intermediate reservoirs;the distribution system connected to the reservoirs.In this latter case, could you please confirm whether :any hydraulic modelling is expected any transient or surge-pressure (water-hammer) analysis is expected as part of the hydraulic assessment?C#5:The hydraulic assessment under this assignment is limited to the two existing tanks in tallet el khayat and their directly connected hydraulic appurtenances, including inlet, outlet, overflow, scouring lines, valves, and internal connections necessary to ensure proper tank functionality and watertightness. The assessment shall also consider the interface with the newly rehabilitated pumping station to confirm operational compatibility and overall facility's functionality (confirming that the tank levels, flow directions, and capacities are compatible with the pumping operation... ), but no further testing or assessment of the pumping equipment inside the pumping room is required. Also, the hydraulic assessment does not extend to the broader water supply system (i.e., Damour–Mechref–Naameh wells, Dbayeh WTP, Bourj Abi Haidar, or downstream distribution networks). Accordingly, no hydraulic modelling or transient/surge-pressure (water-hammer) analysis is expected as part of this assignment.
