Please find below the responses:1) Please refer to Section II_Schedule for Requirements for the estimated number of trips per truck category for each destination expected over a six-month period. These estimates are provided for planning and comparison purposes only and may be subject to adjustment based on actual operational needs.2) Please refer to Section II – Schedule of Requirements, paragraph 4.4, for further details regarding the type and nature of the expected routes. The most suitable route plan for each transportation requirement will be agreed upon between UNOPS and the vendor prior to the issuance of the Purchase Order.3) As specified in Section II – Schedule of Requirements / Terms of Reference, the awarded vendor shall be responsible for loading the equipment at the UNOPS warehouse, transporting it to the designated locations, and offloading it at the final destinations. New clarification added: Dear Sir/Madam,When we received the documents initially, the file was not openable. We requested clarification and asked for revised documents. However, by the time we received the corrected file, the scheduled pre-bid meeting had already taken place.Unfortunately, we were unable to participate in the pre-bid meeting due to this delay. We are submitting our complaint because UNPOS did not post accessible documents in a timely manner.This is why only one compay participate in the pre-bid meeting because no one had any idea of that there is a pre - bid meeting.Thank you for your attention to this matter.Sincerely,Mohd. The qualification criteria has been revised to clarify the requirement for Joint Venture (JV) entities concerning a business license requirement.The criteria was originally stated as follows:The bidder must possess a valid business license that clearly indicates authorization to provide “transport services” in Afghanistan. A copy of the business license must be submitted along with the bid. In case of a joint venture, at least the lead entity must meet this requirement. Failure to comply will result in the rejection of the bidThe criteria is hereby revised to read as follows:“The bidder must possess a valid business license that clearly indicates authorization to provide ‘transport services’ in Afghanistan. A copy of the business license must be submitted along with the bid. In case of a joint venture, one of the JV entities must meet this requirement. New clarification added: Dear bidder,Thank you for your interest in this solicitation and for your questions.Please note that we are not in a position at this stage of the process to determine whether the license your company possesses meets the tender requirements. This verification will be conducted during the evaluation process, based on the documentation submitted with your bid.With regard to your question on Joint Ventures, as stipulated in RFQ Section I – Instructions to Bidders, if a bidder does not have all the expertise required for the provision of the goods and/or services under the contract, they may submit a bid in association with other entities, particularly with an entity located in the country where the goods and/or services are to be provided.Bidders are kindly advised to carefully review all tender criteria and requirements in the solicitation documents, especially in cases where a bid is submitted as a Joint Venture, to ensure that all mandatory conditions are met and properly documented.
