The pre-bid meeting minutes contain an error and we confirm that the required warranty period is 2 years, as mentioned in the tender documents. In this case, do they need to provide relevant project materials attached with the performance statement form? If the materials are not in English, do we need to provide notarized English copies? If not, what are your terms?Answer 35:Advance payment is not allowed. The payment terms as specified in the tender system (eSourcing) "Particulars" tab is the following: "Payment will be made in proportion to partial deliveries as scheduled (Section II - Schedule of requirements), within 30 days after receipt of the goods/services and on submission of payment documentation". Question 36:My second question concerns the continuity of this project. Given that you are working with the Ministry of Energy and Hydrocarbons for the project, the reform currently underway in Madagascar will have an impact on the organizations of the ministries. We want to be sure that what happens at the level of the country's leadership does not directly impact the project.Thank you in advance for your responses.Answer 36:The political context currently has no impact on project implementation. Our activities are ongoing. However, we cannot guarantee zero future impact. Decisions at the highest Government levels are outside our control. If so, will the company's experience in similar projects in other countries or in China be accepted as valid project experience?Answer A:Final answer to complete the one provided during the meeting:: A company registered in Madagascar, and whose Certificate of Incorporation confirms its specialization, may be eligible to serve as a local representative. This eligibility is contingent upon meeting additional criteria related to experience, key personnel, and operations. Crucially, the local company's similar projects must have been executed in Madagascar.Question B: Local representativeIt's not quite clear the responsibilities or the task of the local representative as the installation and practical maintenance is not part of this solicitation or this procurement as it's a supply only. I don't really see the necessity for a local representation and engineering or technicians in the country. If you could advise me what is actually needed from them, if it is the installation or the maintenance per say that needs to be handled by them or if it's only warranty basically.There is no maintenance contract included so why do we need technicians for warranty replacement. Maintenance is a completely different part to warranty and different pricing than to simple warranty replacements.Answer B:The requirement for an electrician aims to ensure the longevity of the equipment's use, as well as the proper fulfillment of warranty obligations. We require a certain operational capacity from the local representative to ensure, if required, they have qualified technicians capable of intervening quickly for any repair, diagnosis, or complex technical assistance that may arise. Furthermore, the management of the warranty period, including the replacement or repair of defective products, must be handled locally; therefore, qualified technical personnel are essential to confirm the nature of the defect and carry out the required actions in a timely manner.Question C:For product specifications I haven't found the specification of lighting shape & dimension, can you offer more information on this?Answer C:There is no specific or preferred lighting shape & dimensionQuestion D:Regarding the Warranty Certification, it says " A warranty certification in the name of the MInistry of Energy and Hydrocarbons must be provided by the bidder", please kindly indicate how should we get the certification as international bidder out of Madagascar?Answer D:The requirement is a Warranty Certificate, not a Certification. It is the document that the Ministry must retain as a proof of warranty cover, to make a formal claim for repair or replacement. Warranty certificate acts as a guarantiee about the quality and condition of the product.Question E:Is it acceptable to provide local representative information later after a contract is signed?Answer E:The local representative information is a mandaroty requirement at the evaluation stage, therefore to be submitted together with the bid by the tender closure deadline.Question F:If we submit the joint venture with a local partner in Madagascar, is it mandatory to submit our previous experience in a similar field?Answer F:It is mandatory to submit your previous experiences as there are two type of experiences required, one at the international level and the second one at the local level (Local representative):Bidder experience: Bidders should be in continuous business of manufacturing / supplying the specific or related products as specified in Section II: Schedule of requirements, in the past five years prior to bid opening. Where bidders are submitting their offers as a joint venture all joint venture members combined must meet this requirement. 2 evidence of similar experience at the international level. New clarification added: Follow up on Question 24: IEC 61347 StandardThe specification requests a product test report for:“IEC 61347 – Control gear for electric light sources.”Please note that IEC 61347 applies to LED drivers used in conventional mains-powered street lights. However, for solar-powered wall lamps, the system uses an integrated controller instead of a separate LED driver, meaning IEC 61347 is not applicable to this product type. We would appreciate your kind clarification on this point.Answer 24 now provided:The three IEC standards are mandatory for submission. In exceptional cases, a bidder may be exempted from one or more of these standards if a clear technological justification is provided. However, such exemptions must not result in an unfair competitive advantage over other bidders.Best regards

New clarification added: Follow up on Question 22: Solar Panel Maximum Power (10Wp-20Wp)We note your clarification that 10Wp-20Wp refers to the solar panel’s peak power, with lumens and battery autonomy dependent on lighting mode. However, based on industry data and technical calculations, even with optimized lighting modes, a 10Wp-20Wp panel may not reliably meet the minimum 2500lm luminous flux and 6-12-hour battery autonomy. We would therefore welcome your feedback on whether adjusting the panel power to 30Wp-50Wp is acceptable, or if you can provide detailed parameters for a feasible lighting mode that aligns with the 10Wp-20Wp specification. Answer 22 now provided:The technical specifications will be amended with the requirement for the integrated solar panel of a 10Wp minimum capacity. A solar panel with a capacity greater than 20 Wp will therefore be acceptable.Best Regards.

For solar wall lamps, the typical mounting bracket thickness is 0.8 mm, and in some cases can reach 1.2 mm at most.Could you please confirm whether 0.8 mm or 1.2 mm would be acceptable instead? Alternatively, if possible, could you kindly share a reference photo or drawing of the required mounting structure?
