New clarification added: Question:The RFQ states that “The Bidder should have at least 2 contracts for the provision of IBM Cognos licenses successfully performed during the last five years” and that copies of two finalized contracts or invoices listed in Form D must be submitted.Could you please clarify whether it is acceptable if the two invoices/contracts are with the same client, provided they were performed at different times and covered different scopes of IBM Cognos license provision?Answer: It is acceptable to provide two invoices/contracts with the same client, performed at different times and covered different scopes of IBM Cognos license provision.

New clarification added: Question:We note that participation of Joint Ventures/Consortia is allowed under this RFQ, with the requirement to provide a Joint Venture/Consortium agreement.Could you please clarify whether it is sufficient to provide a private agreement between the parties (outlining roles, responsibilities, and commitments), or if you require the consortium to be formally registered in the national Trade Register of the participating country(ies)?Answer:It is sufficient to provide a private agreement between the parties (outlining roles, responsibilities, and commitments). It is not necessary that the consortium formally registered in the national Trade Register of the participating country(ies) 

New clarification added: Question:we noticed a change in the list of IBM Cognos v12.x training modules in the tender documentation.In the file “2 RFQ_Section_II_ScheduleofRequirements_Rev.1.pdf”, which we reviewed yesterday, there were seven training modules listed (Enterprise Administration, Framework Manager, Modelling with Data Modules, Author Reports – Fundamental, Author Reports – Advanced, Dashboard Essentials, Data Exploration).When reviewing the same file today, we see that only three modules remain (Enterprise Administration, Author Reports – Advanced, Framework Manager).Could you kindly clarify the reason for this change? Should we prepare our quotation for the original set of seven trainings, or only for the three trainings currently listed? Also, should we consider the three modules now shown in the document as final?Answer: Tender technical specification has been amended 18 September 2025, and the deadline for offer submission has been extended to 26 September 2025. Please use the revised form and provide an offer that includes the three trainings currently listed in the Form B: Price Schedule Form. You can consider the three modules now shown in the document as final.  Hope there will not be any changes in the future.

New clarification added: Question:we have reviewed the RFQ documentation for “IBM Cognos 12.x licenses and training for the Ministry of Internal Affairs in the Republic of Serbia (UNOPS-RoLRS-2025-G-010)”.While the requirements clearly specify that the trainings must be in-person (not online) and conducted by certified IBM Cognos instructors, the documentation does not explicitly confirm the language of delivery for these trainings.Could you please confirm in which language the trainings are expected to be delivered — English or Serbian?Thank you for your clarification.Answer:Training should be conducted in English or Serbian language.
