To Establish a Long-Term Arrangement for Services (LTAS) for the Provision of High-Quality Technical Expertise to UNICEF Malaysia

Greetings from UNICEF Malaysia.
United Nations Children's Fund (UNICEF) Malaysia Country Office wishes to invite you to participate in a tender for "LRPS-2025-9199358 - To Establish a Long-Term Arrangement for Services (LTAS) for the Provision of High-Quality Technical Expertise to UNICEF Malaysia in the area of Social Policy, including: Social Protection, Child Poverty, Public Finance for Children, Local Governance and Family Friendly Policies" through a competitive bidding process. In this respect, UNICEF invites you to submit technical and financial proposals as outlined in the Request for Proposals for Services (LRPS) and the terms and conditions contained herein.
1. Receipt of Invitation and Intent to Submit
Kindly acknowledge receipt of this invitation and confirm your Interest/Intent to Submit by replying to this email by 5 September 2025.
2. Pre-bid Conference
A Pre-Bid Conference will be conducted in two sessions as per the schedule below:
- 9 September 2025 @ 14:00 Malaysia Time - Session 1
- 10 September 2025 @ 14:30 Malaysia Time - Session 2 (Repeat session for bidders that not able to attend the 9-Sep bid conference)
While attendance is not mandatory, it is strongly encouraged. The sessions will offer valuable insights into the bidding requirements and provide an opportunity for participants to seek clarifications.
Meeting invitations will be sent only to bidders who confirm their interest in participating.
3. Request for Clarification
If you have any enquiries regarding the tender documents, please submit them using "Annex F - Enquiries & Clarification Form" and ensure you reply to all recipients in this email.
Deadline: 22 September 2025, 17:00 Malaysia Time
4. Proposal Submission
All proposals must be submitted via email ONLY to mlya-procurement@unicef.org by:
