Request for proposal - Consultancy company / institution to support Government in costing and operationalizing the Education Transformation Plan (2025–2035)

The United Nations Children’s Fund (UNICEF) Eswatini, is looking for a consultancy company / institution to support the Government in costing and operationalising the Education Transformation Plan (2025–2035) by delivering the following tasks:

- Costing and Financing: Develop a comprehensive and dynamic costing model disaggregated by pillar, education level, and implementation year. The model should account for both capital and recurrent costs, include scenario analyses (e.g. inflation, enrolment changes), and incorporate sustainable financing strategies aligned with national fiscal realities

- Operational Planning: Prepare a detailed operational plan that outlines actionable interventions over the short, medium, and long term, with clear indicators to measure progress.
