Section III - Returnable Bidding Forms:The performance Security Form H has been included in the returnable bidding form. All changes are reflected in yellow highlights for clarity.2. Under Checklist: The performance Security Form H has been included under the checklist. Commitment to sustainability- Bidder must provide at least one of the options listed in the qualifications criteria3.Extension of the Tender Key Dates:The bid submission deadline has been extended from 27 August 2025, 9:00 UTC to 1 September 2025, 9:00 UTCPlease ensure you refer to the revised documents listed below:Bidders are required to ensure that the revised returnable bidding forms are used in their bid submission. Question (01): Dear Sir/Madam, please provide the name of the end user for each country the goods are going to be sent to, across both lots, for export compliance check?Answer (01): The end-user countries for the goods are specified in Form C – Price Schedule Form, referenced as “RFQ 2025 58854 Lot No. 1 & 2 – Form C – Price Schedule Form,” available under the Documents tab. The quantity allocated to each country is clearly outlined within the Price Schedule sheet. We kindly advise reviewing the document thoroughly to ensure full compliance with the provided specifications.For reference, a summary of the designated End Users for each Country is provided below:Rwanda – Ministry of EnvironmentGhana – National Security Council SecretariatZambia – Ministry of Foreign Affairs and International CooperationDemocratic Republic of the Congo (DRC) – Center of Excellence for Chemical, Biological, Radiological and Nuclear (CBRN)Seychelles – Disaster Risk Management DivisionMalawi –MINISTRY OF FOREIGN AFFAIRSEthiopia – Ethiopia Technology AuthorityKenya – Government Chemist DepartmentBurundi – Direction Générale de la Protection Civile et de la Gestion des CatastrophesQuestion (02): Good afternoon, 908 Devices is a manufacturer of FTIR devices and other chemical analysis devices. Are partial bids for Lot 1 allowed which would enable us to submit a bid directly for the FTIR device? Or must a bidder offer a quotation for the entire lot?Answer (02): Bidders must follow the eSourcing system instructions carefully, as the tender includes multiple Lots with separate document requirements. Bidders must submit all required documents for the Main Tender and any Lot they are bidding on. For example, if bidding on Lot 1, all documents for Lot 1 and the Main Tender must be submitted.Please pay attention to Partial bids under the Particulars tab of e-sourcing:Bidders shall be allowed to quote prices for one or more lots identified in this tender. However, bidders must offer 100% of the items specified for each lot and 100% of the quantities specified for each item of a lot. Evaluation will be done per lot.Question (03): Many thanks for the chance to participate in this tender. Kindly advise on the two issues below:1. The tender is for multiple countries as follows: Burundi, Congo, The Democratic Republic of the,Ethiopia,Ghana,Kenya,Malawi,Rwanda,Seychelles,ZambiaWe are only authorised to distribute to the following countries:Burundi,Congo, The Democratic Republic of the,Kenya,Malawi,Rwanda,Seychelles,Zambia.Answer (03): The tender is structured into separate Lots. Bidders are required to submit a complete offer for 100% of each Lot, irrespective of the number of end-user countries included. Please refer to Answer Two (02) for further details. Evaluation will be conducted on a per-Lot basis.Quotation (04): Can you kindly advise on which equipment is going to which country?Answer (04): For detailed information regarding the end-user countries for the goods, kindly refer to answer One.Question (05): We are only able to bid for one equipment in the list: the FTIR system.
