New amendment added #1: The purpose of this amendment # 1 is to:1. Add Criterion # 2.3 (highlighted in yellow) under Qualification Criteria in RFP Section III Returnable Bidding Forms, Therefore, the amended document "RFP_Section_III_Returnable Bidding Forms- Revision 1" is available under e-sourcing Documents tab and the criterion added under the qualification criteria in the Criteria tabAll other terms and conditions remain the same2. New clarification added: Dear bidders,Kindly find the clarifications below and UNOPS responnses:X is an international firm registered in both Iraq, and across the wider MENA, with extensive experience delivering monitoring, evaluation, and research assignments in fragile and conflict-affected settings, including Iraq, Syria, and Yemen. We are currently working in a formal joint venture with a locally based organisation and are reviewing the documentation to assess our eligibility and prepare our submission.We would be grateful for your guidance on the following pointsQ1: Eligibility: Does the procurement process require registration in Iraq, or are international firms without local registration considered eligible to apply?UNOPS response: Bidders are required to be registered with the government of Iraq as a formal business entity and possess a valid license for operations within the country. Joint Ventures in combined must meet the criteria. Noting that the qualification Criteria in RFP Section III Returnable bidding Forms is amended and will be published soon.Q2: Recognition of Joint Ventures: Are joint venture arrangements formally recognised under this RFP? If so, are there specific documentation requirements at the submission stage to validate the JV partnership?UNOPS response: The bidder is required to complete Form A (Joint Venture Partner Information Form) and provide the JV registration certificate and the UNGM for the JV.Best regards
