Seibersdorf Master Planning and Architectural Services under the ReNuAL Project

3) NEW: Question 1 is asking about the submission date for TASK 7. It sounds like a "final dossier" and therefore, it is not clear to us why these deliverables are to be submitted in September instead of November
We understand TASK 7 as a summary of information compiled from tasks 1 to 6. Tasks, 1, 2, 3 ,4 and 7 need to be ready in September for a presentation to Member States, the with initial definition of the FML and Bunker and a site map, and three dimensional models placed on the map for general information . Following that the DOL Bunkers and FML can be further designed with a November due date.
Question 2. Regarding the model, could you please define the scale for the physical model of the site and buildings?
The site needs to fit onto an A1 (A0 would be OK as well) sized drawing and the buildings will need to be scaled onto the site map. Actual scale would be 1:500 or smaller, depending on whether the architect wanted to show the map on an A0 or A1 sized sheet.
NEW: We have two further questions regarding the proposal for the Seibersdorf master plan:
1. On Task 7, the date for submitting the deliverables is September 29th. Shouldn't that date be November 28th as it includes 3D model of the proposed FML facilities?
That date is indicated as the date for the submission of the requirements of the FML (task 3). Task 5 and 6 need to be completed by Nov 28, however, Tasks 3, as well as Task 4 need to be ready for presentation by September 29th. Regarding your last question, we are not certain what your question refers to as Task 3 is the IPCL Concept Design, not the FML.
2. When you request three dimensional scale model, are you talking about drawings or also a physical model of the compound? Task 7 refers to “ a three dimensional scale model of the conceptually designed IPCL and initially proposed FML, meaning that the FML drawings, as described in earlier tasks, are not a complete as the IPCL by Sep 29. However, the two need to be physically modelled and placed upon the map of the existing site
Please find below the questions received and answers provided by the IAEA:
1. There is mention of sizes regarding some of the individual buildings, however, what is the total size of the masterplan?
The site is 12 hectares and approximately 50% developed with roads , buildings, parking and associated infrastructure. The entire site fits quite well on an A1 sized drawing.
1. Has there been a previous EOI process before the request for proposal?
For this procurement no EOI process has been issued.
3. Is the due date on June 12th? We would like to know if an extension of the submission is possible
At the current time, no extension of submission is planned.
4. Will there be a site visit? The SOW mentions : " The IAEA will convene a site visit to explain the Project in more detail and provide relevant technical information prior to anticipated submittal of project proposals"
We are waiting from inputs from the requesting department. We will keep you posted as soon as the procurement section knows.
5. In the attachment to RFP, special instructions, section 2.6 is not clear to us, Compliance matrix for technical proposal. Do we have to fill out this form? Is it part of your evaluation technical criteria?
Yes please complete both 2.6 and 2.7 forms.
6. When is the due date to send the Acknowledgment receipt
As page 1 of the RFP states under table of content 2.5 – “To be sent back to the IAEA by e-mail within 5 working days after receipt of the Solicitation.”
7. Are you considering the use of Revitt or similar BIM software for the project or just some software for 3D renders?
This has not been determined at this time.
8. When is the last day to send out questions?
The last day of submitting questions is the 10th of June. Should anything change we will inform you accordingly.
9. Is the local representation mandatory? Can it be a local subconsultant?
Yes it can be an Austrian subcontractor.
10. When mentioning best value for money for your evaluation criteria purposes, what is the percentage for the technical evaluation and which for the economical evaluation?
It will be the lowest cost per technical point.
11. Commercial proposal format. You request to send two versions, one with and one without prices. We understand that the copy without prices would include the amount of hours without unit costs. Is that correct?
That is correct.
12. Are the travel expenses to be added to the total price?
Yes, if you do not have a local Austrian office representative, the travel expenses need to be included in your proposal.
13. Is there a budget reference for the fees for this project?
Unfortunately we cannot provide you with the project value nor any budget reference.
14. Is there an estimated amount of dedication per professional?
