New clarification added: Qusestion 15 :We would like to kindly request clarification regarding the bidding document: does the Purchaser envisage an additional extension of the deadline for Bid submission, specifically by an additional 20 calendar days? The reason for our request is that a number of our key manufacturing partners are currently on scheduled summer shutdowns. This has significantly limited our ability to obtain timely confirmations and accurate quotations, which are essential for preparing a complete and competitive proposal. As this situation is beyond our control, it directly affects the quality and comprehensiveness of our submission. An extension would allow us to ensure that both the technical and commercial aspects of our offer are fully aligned with your requirements, ultimately resulting in higher quality and more reliable proposals from all bidders. For these reasons, we respectfully request an extension of the submission deadline by 20 calendar days. We believe this would ensure fair competition and enable us to provide the most accurate and comprehensive offer possible. We kindly await your clarification on this matter.Answer :Due to time constraints, we cannot grant an additional 20 days, as a first extension of two weeks has already been granted. We will therefore grant an additional week (7 calendar days). The ITB will be amended accordingly.Furthermore, it should be noted that we initially granted a period of 25 days. An additional period of 14 days was granted. Following your request, we will add 7 calendar days, bringing the total submission period for this ITB to 46 calendar days.

Kindly share a webpage or project document that demonstrates/links the origin of the ECOWAS/CEDAO funds and its intended procurement use.2. In order to comply with Toyota Motor Corporation export control demands and benefit from official warranty terms, please urgently share a split of how many ambulances will be delivered to which ECOWAS/CEDAO countries. I understand that the vehicles will be delivered to Lome, after which they will be delivered to a host of different countries in the ECOWAS/CEDAO region. Since the official Toyota warranty is not transferable, we need to absolutely concrete the final delivery destinations prior to contract award to ensure warranty is available for the requested 2.8L engine model in its ultimate operating country. ECOWAS/CEDAO should be more than informed and aware on the split and we are relying on you to obtain this crucial bit of information to ensure a seamless bid for all bidders.Answer :ECOWAS funds come from contributions from ECOWAS member states, as well as grants and donations from development partners. Thus, UNOPS signed an agreement with WAHO to make this purchase. The contract between UNOPS and WAHO remains confidential. The ambulances will be distributed among the 15 ECOWAS countries, namely Benin, Burkina Faso, Cape Verde, Côte d'Ivoire, The Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone, and Togo.Qusestion 10 : LOT 2 – First-aid and emergency equipment1. The standards EN 13432, ASTM D6400, applied mainly on the characteristics of compostable packaging (bottles), especially the requirements on the biodegradation of constituent materials .YES other standards could be also accepted.Qusestion 11 : Please advise on your exact expectation regards ‘BF44- Carrycot and Protective Net (Infant)’.Due to safety concerns for the infant and implications to the supplier, we cannot simply provide a standard cot with no certified iso-fix device. We have two options that would suit all stakeholders as follows:- A fastening/restraint system designed to secure infants and toddles from 10 to 100lbs (4.5-45.4 kg) onto a stretcher. - A baby pod manufactured from carbon-fibre with no metal components, allowing the infant to have an MRI, CT scan, or X-Ray while remaining safely in the pod. This hi-tech, carbon-fibre construction complies with the latest European Ambulance Standards (CEN 1789) requirement of 10g crash test survivability. This represents a crash at 55 kilometers per hour (30 mph). The Baby Pod can be secured to any stretcher or trolley with its versatile strapping system. Two straps are located on each side, and one at the foot end of the pod. Quick release buckles allow for easy mounting and removal.Answer :BF 44 Carrycot and Protective Net:The safety during transport of infant is much concerns and the carrycot requested should be designed to be easily fastened to the transport stretcher in the ambulance. Please consider this image as reference (for informational purposes only): https://ferno.com/uk/product/pedi-mate-plus-pediatric-restraint-system?hl=en-usQusestion 12 : First, can the annual turnover for all LOTS be reviewed to $500,000Secondly, if a company operates in two countries within the subregion, can the sum of the annual turnovers from both companies (same company in different countries) be utilised for this tender processAnswer :The turnover amounts are set based on the estimated value of the various lots in order to better ensure the proper execution of the contract. In addition, the average annual turnover of the bidding company will be taken into account. We would also like to remind you that it is possible to form a consortium with a company that has reached the minimum required turnover, for example.

New clarification added: Qusestion 6 : We are currently reviewing the requirements under Lot 1 of the referenced tender and would like to seek your kind consideration regarding the vehicle specification.Due to current global supply constraints, sourcing the Toyota Land Cruiser 78 Series – 2.8L Automatic Diesel variant is proving to be extremely challenging within the required timeframe. However, we can offer an alternative specification of the 4.2L Manual Diesel variant, which is widely available and meets the operational standards and reliability expected for field deployment. We would be grateful if you could kindly confirm whether submission of this alternative vehicle specification would be acceptable under the current tender conditions.Thank you for your time and understanding. We remain committed to offering reliable and compliant solutions aligned with your mission needs.Answer :As answered in question 3, Alternative offers will not be accepted. The offer must comply 100% with the technical specifications indicated. Indeed, The partner wants the vehicle specified in automatic transmission.Furthermore, The delivery period will be amended as follows: Lot 1: 04 months FCA and 06 months CPT, Lome, TogoOther lots: 03 months FCA and 05 months CPT, Lome, Togo

We would like to formally request an extension to the current submission deadline of 18 August, due to the significant preparatory work required to arrive at a final and competitive offer. Additionally, we seek clarification on several points, and the time needed to receive your responses will impact our coordination with suppliers—hence the need for additional time.We kindly request your clarification on the following:Performance Security ExpiryPlease confirm the required expiry date for the performance security in the event of contract award, as this is not specified in the tender particulars.Testing & Commissioning of AmbulancesYour request for “Testing & commissioning, including all equipment testing costs, logistical costs of the supplier's personnel involved (tickets, accommodation, fees) for a sample of 03 ambulances” is unclear. Are you requesting that 3 out of the 30 ambulances be tested upon delivery?Or should 3 units be delivered first for testing and commissioning in Burkina Faso before the remaining 27 are shipped?Kindly clarify your expectations.In-Site Training for Ambulance UseThe requirement for “In-site training for 5 days for ambulance use” needs further detail. Is the training focused on general ambulance operation and safe driving, or on the use of medical equipment? What type of personnel will be trained (e.g., paramedics, doctors, ENT specialists)? How many individuals are expected to attend?Installation of Lots 2–7 in AmbulancesPlease confirm whether Lots 2–7 are to be installed inside the Land Cruiser 78 ambulances (Lot 1), as this is not clear.Quantities for Items in Lots 2–7If the above is confirmed, we would appreciate clarification on the quantities requested. For example:BF6 – Used Needle Collection Boxes: The request is for 600 units. Does this mean 20 boxes per vehicle, or 1 box installed and 19 provided as replacements?BF33 – Vomit Bags: Are you requesting 300 boxes of 100 bags each (3 boxes per ambulance), or a total of 300 vomit bags (i.e., 3 boxes in total)?BF49 – Oxygen Goggles for Newborns and Infants: Are you expecting 1,500 boxes of 50 pieces each, or 30 boxes of 50 pieces (totalling 1,500 goggles)?BFF44 – Carrycot and Protective Net (Infant): Could you please clarify your expectations for this item? Are you expecting the carrycot to be fastened using ISOFIX points on the stretcher or seat?Answer :Please note that additional time of one week will be granted. Furthermore,The performance guarantee must remain valid until the end of the supplier's contractual obligations.Commissioning of 30 vehicles in Lomé, TogoAll ambulances will be delivered and tested in Lomé, Togo, but training will only be carried out on a sample of three ambulances in Lomé, not in Burkina Faso. (i) Training covers: the use and maintenance of medical emergency equipment installed in ambulances and preventive maintenance at user level. Personnel concerned: ambulance drivers ;(ii) Training on the use of medical equipment to ensure its proper use; personnel concerned: professional emergency responders.(iii) Number of people to be trained: 15 ambulance drivers and 15 emergency medical personnel 4. Only certain medical equipment from lot 1 is to be installed in the ambulance. The equipment from batches 2-7, once delivered, will be used periodically in the ambulance, as needed or for medical interventions in the field. 5. (i) Bf6 : 600 / 30 =20 par ambulance.(ii) Bf33 : 300 boxes of 100 units/ 30 = 10 boxes of 100 units per ambulance. (iii) BF49 : 30 boxes of 50 = 50 units per ambulance.(VI) Yes for ambulance use so ideal and adaptable to the ambulance stretcher.Question 3 :I would like to seek clarification on whether the Land Cruiser 78 4.2L with a manual transmission would be accepted as a suitable alternative? The reason I ask is because we would not be able to meet the 4 month deadline for delivery in Lome from contract signing (assuming contract is signed end of August) with the Land Cruiser 78 2.8L with a automatic transmission until about January/February 2026. Since the 4.2L is available in free stock, we would be in a better position to meet the delivery requirements with this model. If you can accept a delivery Janaury/February 2026, then we would be happy to proceed with quoting the 2.8L automatic.Answer :Alternative offers will not be accepted. The offer must comply 100% with the technical specifications indicated. Indeed, The partner wants the vehicle specified in automatic transmission.Furthermore, the delivery period will be extended by one week to take into account market realities.Question 4 :Our understanding is that the ambulances need to be delivered to the port of Lome, however they will be used and consigned to WAHO in Burkina Faso exclusively. Please can you advise if our understanding is correct? If otherwise, please can you clarify?Answer :The partner (equipment beneficiary) is based in Ouagadougou. However, they have requested that the equipment be delivered to Lomé.Question 5 : We would like to address the delivery schedule for the 30 units of ambulances. The given delivery time of four (4) months is quite tight and, unfortunately, very difficult to comply with.According to our manufacturer, the production and conversion process for the full quantity will require approximately 6–8 months. Given this, we kindly ask you to confirm whether the delivery timeline can be extended accordingly.Alternatively, would a partial delivery schedule be acceptable, where we deliver a portion of the units within the original timeframe, and the remaining units in a second phase?Answer :The delivery period will be amended as follows: Lot 1: 04 months FCA and 06 months CPT, Lome, TogoOther lots: 03 months FCA and 05 months CPT, Lome, TogoWe look forward to your feedback and will do our best to accommodate your needs as efficiently as possible.Sincerely,Export Team
