Description
A.Background
- The United Nations World Food Programme hereinafter referred to as the “WFP”, with its Headquarters located in Via C.G. Viola, 68/70, 00148 Rome, Italy is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience by assisting almost 100 million people in around 83 countries each year. About 17,000 people work for the organization, most of them in remote areas, directly serving the hungry poor.
- WFP is funded entirely by voluntary donations mostly from member states but with increased contributions from the private sector in the last 5 years. In 2024, the private sector was the 6th largest contributor behind the USA, Germany, the European Commission, Canada and the UK, of which over 40% came from individuals. Despite the huge scale of WFP's work around the world, there is still a funding gap that means that people facing acute food insecurity are not being helped. To address this gap, WFP is looking to significantly increase funding from the private sector with a focus on rapidly growing individual giving.
- WFP’s Individual Giving fundraising commenced in 2019 and over the last five years has rapidly grown into a US$35M+ annual programme, raising US$100M+ over the period. The programme has been built on a digital first model managed by one central team of fundraisers based across Europe. The core approach has been to recruit donors globally (except for USA, Italy & Japan) through Meta, TikTok and Paid Search, and increasing audience reach by culturally attuning the programme through content, language, currency and payment methods. Presently the IG team delivers a parallel programme in English, French, German, Spanish, Arabic, Chinese & Korean.
- To date we have 1M+ supporters who have donated to Individual Giving. Our current active supporter base stands at circa 250,000 and includes those who have given a single gift recently as well as those that give every month. Over the next five years the programme aims to take a further leap in growth, pushing the income up from US$35M+ in 2024 to US$100M+ in 2030. To do this, new channels will be launched and markets where we can grow donor volume and value will be our focus, including major donor fundraising in key markets (Canada, Europe, Gulf Cooperation Council, Singapore, Hong Kong, Australia).
- The humanitarian funding context has been increasingly unstable and there are growing opportunities for WFP to enter the High-Net-Worth Individual (HNWI) fundraising market which it hasn’t done for the moment. With a strong mandate, a global reach and growing needs to address, WFP is convinced that it has the arguments to launch an ambitious and impactful major donor programme.
- WFP invites eligible suppliers to express their interest in supporting the development and launch of a Major Donor Global Campaign. This campaign aims to enhance WFP’s global fundraising efforts, with a particular focus on markets that have demonstrated strong potential among major donors. The scope of work includes mapping WFP’s HNWI network, identifying key prospects, and contributing to the development of WFP’s value proposition to effectively engage major donors.
B.The purpose of this EOI
- The purpose of this request for EOI is to identify suppliers with verified technical and financial capacity to perform the service. Eligible suppliers will be invited to participate in the bidding process for the proposed tender.
- After the deadline for submission of responses has passed, WFP will evaluate responses received and will notify eligible participants of the outcome of the evaluation.
C.How to prepare and submit your Expression of Interest
- To participate in the tender pre-selection exercise, companies are advised that to work with WFP, it must provide proof of a minimum of 3 years legal establishment/ commercial incorporation period. In addition, companies are required to provide the following:
- Company Profile and Relevant Experience – Please submit a brief company description highlighting your core business activities, years of experience, areas of specialization, and relevance to the scope of work (maximum 2 pages which shall include Table No.III);
- Proven Experience in Major Donor Fundraising – Please Include examples of network mapping and global campaign experience both in private sector and non-profit sector (Maximum 2 pages);
- Fill in EOI Response Form, which includes:
- Table I. Supplier Information;
- Table II. Supplier Financial Status;
- Table III. Supplier Relevant Experience
- Table IV. Signatory by the authorized company representative and company stamp.
Suppliers shall be required, at the tender stage, to provide evidence/ proof of the above, and any additional, requirements.
- Upon receipt and review of your response, WFP may proceed with the next steps to invite your company to participate in the upcoming tender.

- In that regard, companies are strongly advised to use only 1 email address that is readily and easily accessible by any or all its representatives at any given time - i.e., it should be an email address which multiple people could see and send emails from. Once that email address is confirmed to WFP and set in the tendering platform any requests to have it changed may entail a lengthy process and delays. Thus, vendors’ own internal lack of access to that WFP confirmed email account will cause vendors to miss out on tenders, and any other important tender notices and information.
- Companies’ response and any supporting documentation received will be treated as strictly confidential and will not be made available to the public.
- This request for an expression of interest does not constitute a formal solicitation and/or contractual commitment. WFP reserves the right to change or cancel this procurement process or any of its requirements at any time during the process.
