New clarification added: Question: Offsets shall be purchased as issued Emission Reductions (ERs) from the Paris Agreement’s art 6.4 Mechanism (6.4ERs)- As per our understanding there is no Art. 6.4 credits issued and available, is there any alternative consideration.Answer: Lot 4 requires ERs from the Paris Agreement (6.4ERs). If credits meeting the requirements of Lot 4 are not available, it is still possible to offer credits under the other Lots.Question: GS-VERs should be generated not earlier than 2021 and issued at the time of receipt of the purchase order latest- Please confirm on issuance, do you need credits issued recently or credits issued after 2021 will also work. Answer: As indicated in the technical requirements, credits offered under this Lot should be generated not earlier than 2021.Question: GS-CERs should be generated not earlier than 2018 and issued at the time of receipt of the purchase order latest- Please confirm on issuance, do you need credits issued recently or credits issued after 2018 will also work, as it is not possible to issue GS CERs now as per the CDM and GS registry. Answer: As indicated in the technical requirements, credits offered under this Lot should be generated not earlier than 2018.Question: We hold CERs in the AU registry with the Gold Standard (GS CER) label. Kindly confirm if you have any reservations regarding retirements conducted from the AU registry. Answer: There are no stated restrictions regarding retirements conducted from the AU registry.

New clarification added: Question: Under the Section III document, Form C Technical Form you write: "UNOPS will accept partial bids, if a bidder does not offer the whole quantity of credits requested under one lot." buton the eSourcing Platform under Tender Particulars you write: "Bidders shall be allowed to quote prices for one or more lots identified in this tender. However, bidders must offer 100% of the items specified for each lot and to 100% of the quantities specified for each item of a lot. Evaluation will be done per lot. (Tenders with number of lots below 150 Lots)". Could you please elaborate if partial bids are acceptable for each Lot or if we should only offer projects in a Lot where we can provide you with the whole quantity?Answer: Please refer to the evaluation method details under Particulars and it clearly states that UNOPS will accept partial bids, if a bidder does not offer the whole quantity of credits.If the lowest priced most technically acceptable does not fulfil UNOPS volume requirements, UNOPS will procure additional credits needed from the second lowest priced most technically acceptable offer, and so proceed until its needs are fulfilled.

New clarification added: Question: When is the delivery deadline for certificates?Answer: Please refer to the delivery requirements table under Section II: Schedule of Requirements. Question: When will you make your purchasing decision?Answer: According to the RFQ, the expected contract award date is August 31, 2025. Question: For how long will UNOPS reserve the right to vary the quantity of the credits in the measure of 30%? Answer: The requested validity period of RFQ is 60 days and UNOPS reserves the right to vary the quantity of the credits in the measure of +/-30%, without any change in the unit prices or other terms and conditions of the RFQ. Question: Lot 3. How do UNOPS validate the co-benefits provided by the vendor? Is it based on verified SGDs under the specific project, i.e. SDG 5?Answer: The evaluation panel will assess whether each project offered under Lot 3 meets the applicable specific requirements.Question: Should we submit only one project per Lot, or would you prefer receiving multiple project options to choose from?Answer: It is possible to offer more than one project per Lot - please fill in one info table per project.Question: What do you mean with “Sectoral Scope”? Project technology like wind, cookstoves, etc.?Answer: By sectoral scope we refer to generic areas of project economic activity, or types of project activity. Question: As the 6.4 mechanism generates both MCU and A6.4 credits, could you confirm whether either type is acceptable, or is your interest specifically in A6.4 credits?Answer: Credits offered under Lot 4 must be A6.4 Emission Reductions (A6.4 ERs).Question: Could you clarify whether UNOPS intends to retire these credits for voluntary or compliance purposes? If for compliance, what is the buyer country government applicable to this transaction? as A6.4 credits require a corresponding adjustment between the host and buyer countries. Has UNOPS obtained the necessary approvals from the buyer country for this adjustment?Answer: UNOPS intend to retire credits for voluntary contribution purposes. Question: As no credits have been generated from PACM to date, could you share your expected timeline for this transaction? A longer timeline may benefit from increased supply availability, potentially stabilizing prices, whereas the current tight market may result in higher prices.Answer: The timeline for this procurement exercise are indicated in the tender documents.

New clarification added: Question: We noticed that the system requires us to upload three further documents as follows: Form A: Quotation Submission Form; Form D: Previous Experience Form and Form E: Self Disclosure Form. These documents have not been provided in the documents to download. Could you please also send me these?Answer: These forms are part of the returnable bidding documents. Please refer to Section III: Returnable Bidding Forms under Documents section.

New clarification added: Question: I am filling in the Section III Returnable Bidding Form but on page 9 and 10 the tables seem to be set to "restricted access" hence I am not able to add the required information. Could you please provide a new form?Answer: The form is fully editable in Google Docs. Could you please try to fill out using Google Document.
