Description
The United Nations Procurement Division (UNPD), on behalf of the United Nations Mine Action Service (UNMAS), is currently seeking expressions of interest from qualified vendors for the provision of a Mobile Ammunition Disposal System (MADS) for the United Nations Mine Action Service (UNMAS) Global Operations. The International Ammunition Technical Guidelines (IATG) 10.10 considers ammunition demilitarization and destruction as one of the generic areas of conventional ammunition stockpile management and classifies destruction/demilitarization as "the physical destruction of ammunition, or the use of industrial processes to demilitarize ammunition and recover raw materials for reuse and recycling." The MADS system would be based in the UN Regional Support Centre Entebbe, Uganda but may be deployed to locations such as South Sudan, Abyei, Central African Republic, Libya, Lebanon, Western Sahara, Democratic Republic of Congo, Somalia, Iraq, Afghanistan, and Ethiopia. Historically, the United Nations has relied on Level 1 destruction methods such as open burning (OB) and open detonation (OD) to dispose of expired or unserviceable ammunition within its field missions. However, with increased emphasis on environmental sustainability, UNMAS is now seeking a bespoke Level 2 solution that mechanically destroys small arms ammunition (up to and including 12.7mm), shotgun ammunition, and pyrotechnics. The system should use environmentally responsible mechanical processes— such as shredding, cutting, crushing, or other forms of physical disassembly—within a controlled and safe environment designed for complete and irreversible destruction This initiative also aims to inform interested parties about the forthcoming formal procurement process, known as the Intitation to Bid (ITB). Please be advised that, based on the feedback received through RFI-UNPD-23632 issued on 5 May 2025, it has been determined that the requirements are best addressed through mechanical separation systems. These systems enable the physical dismantling of energetic materials, allowing them to be neutralized or desensitized so that the ammunition can be treated as conventional waste, with no active explosives or energetics remaining. As a result, the upcoming ITB will not seek incinerator systems, which were initially considered under RFI-UNPD-23322. Specific Requirements/Information - The MADS is a specialized, transportable unit designed to safely and efficiently destroy various types of ammunition through mechanical means. - The MADS shall be capable of rapid deployment and flexible operation across multiple environments. - The MADS shall be transportable in a standard 20-foot shipping container, providing a robust, mobile platform for quick setup and redeployment. - The MADS shall be capable of destroying SAA items up to a calibre of 13 mm. - The MADS shall present a processing capacity of at least 40 kg per hour All Up Weight. - The MADS must be capable of operating in ambient temperatures ranging from 5°C to 45°C. Further technical specifications will be shared as part of the upcoming Invitation to Bid (ITB). Bidders will receive a detailed Statement of Requirements (SOR) and Technical Evaluation Matrix to support their understanding of the technical and evaluation criteria.
