Description
This RFI is issued for the United Nations Office for Project Services (UNOPS) to identify available solutions for the Quality Control (QC) and Quality Assurance (QA) connected to the digitization of cadastral maps in Albania.
This RFI will serve to conduct market research to identify firms capable of providing solutions for the above stated requirement. It has a special interest in new methodologies that allow fast, efficient and high-quality service delivery.
This market research shall be conducted at NO COST TO THE UNITED NATIONS. Suppliers may be requested, as part of this RFI, to present to UNOPS their product.
Respondents to this RFI may be requested to present to UNOPS the solutions proposed.
The Request For Information (RFI) is not a solicitation for offers, and accordingly, no contract will be awarded from its publication. Your responses, as a result of this announcement, shall focus on providing recommendations for the requirements as detailed in the subsequent sections of this document. Information provided in the RFI may be used by UNOPS to create any subsequent Request for Proposal (RFP) / Invitation to Bid (ITB).

New clarification added: Dear Madam/SirThank you for the interest in this RFI for the QA and QC for the digitization of cadastral maps.Please find below the clarifications to your questions:1) Format and scale of the mapsYes, the maps are typically in A1 format and at a scale of 1:2500 for rural areas and 1:1000 / 1:500 for urban areas. The RFI document mentions that there are approximately 87,000 map sheets in total. However, the distribution by specific scales is not detailed at this stage. This could be better determined during the tender phase, if deemed necessary. Approximately 2,500 sheets are expected to be at a 1:500 scale, and even fewer at 1:1000 scale.2) 30% percentage for QC/QA and sample selectionYes, it is currently expected that QC/QA will cover approximately 30% of the digitized data. The sample selection will be carried out in accordance with a quality control strategy that ensures geographic representation and coverage of different map scales. Thus, 30% of each map sheet will be checked at various positions.3) Reconfirmation of the percentage of maps assessed by QC/QAYes, it is correct that the QC/QA service provider will evaluate only around 30% of the digitized maps. The digitizing company expects the QC/QA company to cover only this 30%.4) Regarding the location of digitization and requirements for physical presence of QC/QAYes, the scanning, digitization, control, correction, and upload process will all be carried out within Albania. On-site presence is possible and sometimes necessary to ensure accurate coordination and verification. Regarding the timeline, QC/QA must also be synchronized with the digitization process to comply with the maximum deadline of 21 working days for each cadastral zone. Therefore, all processes must be completed within 21 days.5) Visits to local cadastral directoratesYes, visits to local directorates may be necessary as part of the QC/QA process to verify physical scans or to interact with source documentation in case of ambiguities. However, even if visits to the local ASHK offices are not made, meetings with ASHK representatives will still be needed to clarify any issues that may arise during the process.6) Use of GCP or satellite imagery for geospatial verificationUNOPS will not provide GCPs (Ground Control Points) or georeferenced satellite imagery. At this RFI stage, it is advisable for operators to describe how they will address positional verification requirements and what resources or methodologies they will use for this purpose. Nevertheless, for any coordinate reference needs, companies may access the national geoportal managed by ASIG.7) Samples of scans and digitized mapsAt this RFI stage, the sharing of specific samples is not foreseen. This may be considered during the tender phase.
