Description of Requirements: UNON on behalf of UN-HABITAT seeks the interest of qualified firms to participate in the upcoming solicitation exercise for the provision of services for the construction of 145 Low Cost Housing Units in Hargeisa Town, Somaliland. The works are being carried out under the Project “Shelter Provision, Reintegration and Improved Livelihoods for Returnees and IDPs in 4 Towns in Somaliland”, implemented by UN-Habitat in collaboration with Somaliland Government Authorities. The Project is financially supported by the People of Japan. The scope of works will consist of the construction of 145 one story housing units, with 3 rooms and a built-up area of 10 x 9 meters (90 square meters) each, inclusive of a covered kitchen area, a pit latrine with septic soak away pit, a water tank and an open court-yard with basic flooring surrounded by a perimeter wall. The works will be carried out at a dedicated resettlement area, North-East of Hargeisa Town. The work includes earth works (excavation and site preparation), foundations, concrete work, compaction, form work, reinforcement, wall and roof construction, installatioon of doors and windows, watertank and rain gutters, flooring and the supply of construction materials to the site. Eligibility Eligible Contractors must meet the following qualification criteria: a) Valid certificate of registration by the Somaliland Ministry of Public Works, Transport and Housing; b) Registration at the Hargeisa Municipal Authority / Current operational Business License; c) Confirmation of an established office and/or construction yard in Hargeisa (or demonstrated access/ability to establish same); d) Experience with construction works of a similar nature and magnitude. The anticipated date for the launch of the Request for Proposals is scheduled for Thursday, 29 May 2014. Eligible vendors may be required to attend an in-country pre-bid meeting and a site visit as part of the requirement for participating in the tender process (details will be provided at the RFP issue). All interested companies must visit http://www.ungm.org to fulfill vendor registration formalities and submit a signed 'Vendor Response Form' (see attached) no later than Thursday, 26 May 2014 to the above mentioned names indicating their intention to participate in the tender. Hard copies of the vendor response forms can also be obtained from the UN-Habitat Hargeisa Office (administration and finance section), Sha’ab Area, Hargeisa. The Hargeisa low cost housing works are funded through contributions from the People of Japan and implemented by UN-Habitat. IMPORTANT: Please note that this REOI is not an invitation for submission of tenders. Its purpose is to identify companies that would be interested and eligible to participate in the solicitation when issued. Companies interested in providing the above services should submit a completed Vendor Response Form including their pre-qualification documentation. UNON will examine the outcome of this request for EOI and will consider those companies that have expressed their interest providing the required information as to their ability to fulfill the requirement. UNON reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. Thus, submitting a reply to this REOI does not automatically guarantee your company will be considered for receipt of the solicitation when issued. UNON reserves the right to send the Solicitation Documents to Vendors who were identified through additional market research or others means to source the UN requirements. Vendors that are deemed qualified upon completion of an objective evaluation of their EOI submission will receive the final tender solicitation documents.
