You would appreciate this is in line with the standard industry norms and being adopted by other multilateral agencies.Answer : We have no limit of liability for UNOPS' contracts

New clarification added: QUESTIONDear UNOPS team, As mentioned in the ToR:"A strong in-country team and project management is expected.""Considering the importance of close coordination with stakeholders in Southeast Asia, it is desirable, but not required, that the consultant, or an active organization within the applying consortium, have a regional or in-country presence." As the project scope spans the Asia-Pacific region with no single country as the primary focus, could you kindly clarify:Which country (or countries) are you referring to under the term "in-country team"?Should the “in-country presence” be interpreted as a requirement for presence in a specific SEA country (Indonesia, Vietnam, Philippines), or is a regional coordination presence within Southeast Asia sufficient to fulfill this expectation?Thank you & best regards,ANSWERA regional or in-country presence is not a requirement. Bidders are free to decide whether to have regional or country partners. We recognize that the decision to collaborate may depend on the bidder's methodology, scope of expertise, or resources.

New clarification added: QUESTIONWe have one question to raise so far, related to the following requirement in the ToR:“Include an analysis of coal phase-out requirements to achieve net-zero for specific countries or regions, including Southeast Asia. Bidders must propose 3 additional countries/regions and include a justification for the proposed countries.” We would like to understand ask the following: should the three additional countries that consultants must propose be countries in South-East Asia other than Indonesia, Vietnam and Philippines, which are already included in the study? Or should these be countries outside of South-East Asia, but with similar characteristics and an ongoing experience in coal phase out that can provide relevant learnings?For these 3 additional countries/regions, are we expected to deliver the same level of analysis throughout as for Vietnam, Indonesia and the Philippines? Or will research into these additional countries focus on a more specific topic? ANSWERConsultants are expected to include an analysis of coal phase-out requirements to achieve net zero for the (1) Southeast Asia region, and (2-4) three additional countries or regions. Bidders may propose either specific countries within Asia and the Pacific (including Southeast Asian countries), or propose other regions within Asia and the Pacific. Please include rationale for the selection of 3 additional countries or regions in your technical proposal.Bidders may propose to analyze the net-zero coal phaseout requirements of Indonesia, Vietnam, and the Philippines as the three additional countries.

New clarification added: QUESTIONWe would like to clarify if chapter 1 should focus on all APAC countries or whether countries beyond Indonesia, Vietnam and Philippines can be selected based on pre-agreed screening criteria.Would ETP allow usage of third-party data on energy statistics?Reg key beneficiaries - would ETP assist in liaising with key beneficiaries across focus countries for validation?ANSWER1. The Study's scope is Asia and the Pacific, with some focus on Indonesia, Vietnam, and the Philippines, where relevant. Focus on other countries can be considered. Please include this in your technical proposal.2. UNOPS allows use of third-party data on energy statistics, proper citation is expected.3. UNOPS can facilitate introductions with relevant stakeholderders within our network.
