Description
1. United Nations Procurement Division (UNPD) seeks an Expressions of Interest (EOI) from suitably qualified companies with required expertise and experience to provide structured cabling installation and maintenance services at the UNHQ and Annex Buildings in New York City. 2. The solicitation process will lead to the establishment of a contract for an initial term of three (3) years with two (2) optional extensions of one (1) year each (3+1+1). GENERAL REQUIREMENTS: 3. A summary of the expected services/conditions is as follows: a) Providing all required hardware and build-out of telecommunications spaces and outlet termination facilities for moves, adds, and changes. b) Provision and placement, termination, labelling and testing of all low voltage cable media. c) Providing all on-site tools and equipment for the installation and testing of optical fibre cabling and associated components. d) Providing telecommunications connectivity for all miscellaneous services (elevator telephones, coaxial cabling, security cameras, security equipment, and the like). e) Providing blue line and electronic media as-built documentation of cable plant facilities. f) Providing backbone connectivity. Work may include pathway surveys, cable tray installations, coring, backboards, and conduits. g) Providing printed cable plant media test result documentation. h) Provision and installation of all fire-stopping material required to maintain the fire rating of penetrated construction material or conduit pathways. l) Cleaning, patching, and repairing services as required. m) Working with other UN Departments and Construction Managers assigned for new construction, upgrades, maintenance projects, and critical telecommunication room access. n) Reviewing new project construction documents for constructability and value engineering. o) Attending meetings with UN Departments and proposers as needed to provide installation support and to maintain OICT installation standards. p) Maintaining an inventory of material stock provided by UN in areas assigned to meet projects workload. q) Providing estimates (time/materials/workforce) in a timely manner (typically within three to five working days that will be determined in each task order) as requested using Excel spreadsheets and proposals using Word Microsoft Office products. r) There is no high voltage work required in this scope. j) Elevator shaft work will not be the responsibility of the cabling Contractor. k) The UN will provide access lifts when needed however, the Contractor’s personnel must complete the UN’s in-house safety training before use. 4. The UN will require both on-site support on an as-needed basis as well as dedicated Contractor-supplied technical personnel based on-site, on an 8 hour basis per day (30 min. lunch) to perform troubleshooting, trouble resolution coordination, and other specialised services necessary for the system maintenance. 5. Vendors will provide a dedicated management team consisting of one supervisor, two technicians , and four additional technicians for special projects as requested, with experience in Hubbell wiring and certifications. Specific Requirements/Information 1. UNGM registration identifying 'UN Secretariat' as a selected agency at minimum, Basic Level, with the understanding that the eventual awardee will be required to meet Level 2 registration status (for Estimated Contract Award USD 500,000 and above). 2. The UN reserves the right to issue the final solicitation documents only to those prospective Vendors that respond to the EOI, and are deemed qualified upon completion of an objective evaluation of their submission, or to change or cancel the requirement at any time during the EOI and/or solicitation process. Thus, submitting a reply to this REOI does not automatically guarantee participation in the eventual RFP. 3. The RFP and any subsequent commitment to contract will be issued in accordance with UN rules and regulations. 4. Please note, full details of the requirement will be included in the solicitation documents. No additional information on the requirements will be provided until the solicitation is issued.
