The United Nations Office for Project Services (hereinafter referred to as UNOPS) is pleased to invite prospective bidders to submit a RFQ: Supply and Delivery of -86°C Ultra-Low Temperature Freezer, Upright 500 Ltr for Armauer Hansen Research Institute (AHRI_2) - Re-Bid.. accordance with the UNOPS General Conditions of Contract and the Schedule of Requirements as set out in this Request for Quotation (RFQ).
If you are interested in submitting a quotation in response to this RFQ, please prepare your quotation in accordance with the requirements and process as set out in this RFQ and submit it to UNOPS by the deadline for quotation submission.

The -86°C ULT Freezer is a high-end equipment that requires careful manufacturing and multiple stages of quality testing. Additionally, due to its large size and weight, transportation can only be done via sea freight, which alone takes a minimum of 45 days. We kindly request you to consider extending the delivery timeline to 120 days so that we can accommodate international bidders and ensure sufficient time for production and logistics.UNOPS Response:The project does not have sufficient time, and since this is a re-bid, the delivery time will be maintained at 60 days or less.Bidder's Request;Data Logger Specification:The tender mentions the requirement of a data logger. Could you please clarify the type of data logger needed? For example, do you need a datalogger to store records of chamber temperature for one month/year? Or do you require an integrated or external logger with multiple sensors to check temperature uniformity inside the chamber?UNOPS Response:The data logger is used to monitor and record temperatures inside the freezers for effective temperature controlBidder's Request;Room Temperature Condition:In order to maintain the internal temperature of -86°C efficiently, it is essential that the room where the freezer is placed is maintained at approximately 25°C. We kindly request that you to advise the end-user to ensure proper ambient conditions, as this significantly impacts the performance of the machine. UNOPS Response:Thank you, the end user (client) is aware of thisBidder's Request;Insulation Specification:The current specification mentions "Vacuum Insulation Panels (VIP) + Water-Blown Polyurethane Foam (SNAP-compliant)". While VIP offers superior insulation, it limits the number of qualified manufacturers. We request you to kindly consider modifying the specification to allow "Polyurethane Foam (SNAP-compliant)" as a standalone insulation option. This would increase participation without compromising product performance.UNOPS Response:The insulation requirements are established based on the client's specifications. Please provide your quote in accordance with UNOPS' minimum technical requirements.

New clarification added: Bidder's Request;We undertand that installation is not required. The reason we are asking for the specific device locations is to estimate the on-site service that our local agent may need to provide during the warranty period. The number of locations and the distances between them will have a direct impact on the transportation costs for any site visits.Therefore, we kindly request that you provide the specific site informtaion where service may be required, so that we can make an accurate cost estimate.UNOPS Response:All 17 ULT freezers will be kept in Addis Ababa at our client AHRI (Armauer Hansen Research Institute) site.

New clarification added: Bidder's Request:We would like to confirm if it would be acceptable to submit two pricing options for your consideration—one as the main quote and the other as an alternative quote.This would allow us to present different options based on specifications.UNOPS Response:As stated in the bid particulars, UNOPS will not accept alternative offers, which may result in the automatic rejection of the submission.

New clarification added: Bidder's Request:We have found a clause that you require a local agent, but we does not have any local agent in Ethiopia. However we will provide 24*7 online support via chats, video calls and will provide all necessary user manuals.UNOPS Response:UNOPS requests a local agent not only for remote support but also for the supply of spare parts, technical support, and advice. Bidders have the flexibility to indicate their local agent either during the bid submission or after the contract award. However, they must confirm that they will provide the details of their local agent within 7 days after the contract is awarded.
