The United Nations Office for Project Services (hereinafter "UNOPS") invites you to submit documents for pre-qualification for the Provision of Infrastructure Design Services for UNOPS Horn Of Africa Multi-Country Office (HAMCO)
This Pre-qualification is a formal method of assessing an organization against a set of pre-determined criteria. This process is not related to a specific solicitation process and focuses on a general assessment of an organization's operational, personnel capabilities, and internal processes, including internal quality management and financial health.
While this process is not directly related to a solicitation process, UNOPS may use the results of this PQ exercise to create a shortlist of Infrastructure Design Service Firms that may be invited to submit a proposal for infrastructure design services.

- Returnable Proposal Schedules (Section III);
IMPORTANT NOTE: Interested vendors must respond to this tender using the UNOPS eSourcing system, via the UNGM portal. In order to access the full UNOPS tender details, request clarifications on the tender, and submit a vendor response to a tender using the system, vendors need to be registered as a UNOPS vendor at the UNGM portal and be logged into UNGM. New clarification added: QuestionWe uploaded our submission on June 19, 2025 before you modified the Returnable Schedules, and in particular Schedule 4, which specified the minimum value for each contract.Should we withdraw our submission and submit again, using the updated schedule, or it is acceptable that we keep our initial submission in the system?AnswerThe amendments were made to allow more bidders to be able to prequalify, as many bidders indicated the requirements were too high. So if you have met the previous requirements, the amendments will not affect you. But you are allowed to resubmit your bid

UNOPS will not make further changes

New clarification added: Given that the pre-bid meeting took place today and the deadline for submission of the prequalification files is scheduled next Monday morning, which leaves us barely 4 days to prepare our submission, we would kindly ask you to extend the deadline for submission of proposals by 2 weeks.Answer: The PQs request limited historical documents (audited financial report and your past experience). We believe the time allotted to this PQ process is adequate. We will extend the deadline by three days. The deadline will be amended to 26 June 2025

New clarification added: We would like to inquire about the type of infrastructure that is concerned by this PQ (buildings, roads, landscape...). In case of buildings, can you please provide which type and sector (educational, health, offices, residential...)?Answer: The PQ Design covers all infrastructure projects and all sectors

New clarification added: A pre-bid meeting took place today, June 16, 2025, with over 25 vendors in attendance for a clarification session. UNOPS personnel outlined the objectives of the two pre-qualification processes, followed by a detailed discussion of the tender sections with the contractors. Key requirements, including qualification criteria, necessary documentation, and the checklist, were particularly emphasized.Bidders were instructed to carefully review all documents and submit all required documents by the specified deadline. Subsequently, a Q&A session was held, with the majority of questions and comments focusing on the PQ Design. The following questions were raised and answered:Q: Is Joint Venture allowed?A: No, Joint Ventures are only permitted for the PQ for Design & Build projects.Q: The turnover amount for PQ Design is too high.A: Following further discussion, the financial turnover requirement has been reduced to USD 300,000.Q: The minimum contract value completed is too highA: Following further discussion, the experience per contract has been reduced to USD 150,000.The criteria on turnover and experience will be reviewed
