New clarification added: QUESTIONIn the TOR under 3.6 Scope of Services: The scope is described as "Feasibility Study (FS), Detailed Engineering Design and preparation of Bidding Documents for Warshadaha Road, 10.20km". However, in Form B: Price Schedule Form the scope description breakdown indicates: Data Collection - Mogadishu Road, 10.20km, Feasibility Report (Construction of 3km Kalkal and 0.89km Madina Hospital Asphalt Roads in Khada and Wadajir Districts of Mogadishu - Package 2 and Detailed Design and BoQ (Construction of 1.18km, 0.5km and 1,8km Asphalt Roads in Hamar Weyne, Shangani and Boondheere Districts of Mogadishu - Package 3).Please clarify by confirming and reconciling/updating the project scope description in the TOR and Price Schedule/BoD details.UNOPS RESPONSEDear Bidder,Please note that Form B in the section III of returnable bidding forms have been revised and attached under document Tap. New clarification added: QUESTION FROM BIDDERWe have noted that the ToR has not provided for an ESIA/RAP Expert in the team of key experts and yet ESIA/RAP is an integral component of road design especially in built up areas such as the proposed project. Please clarify if we need to include an ESIA/RAP Expert in the Design Team.RESPONSE FROM UNOPSESIA/RAP in not part of this sevice.

New clarification added: QUESTIONDear UNOPS Procurement Team,As a follow up to our previous clarification, we would also like to confirm the following:Under Section 10.1 – Firm Qualifications, it is stated that the firm should have a minimum of 15 years of experience and a proven track record in the field of Sewer Drainage Networks, having participated in no fewer than three similar projects.We would appreciate clarification on this point, as the project scope appears to focus primarily on road works and storm water management. New clarification added: QUESTIONDear UNOPS Procurement Team,We appreciate the opportunity to participate in the bidding process and kindly seek clarification on the following areas:Inconsistencies in Key Staff Qualification Requirements for Quantity Surveyor:We have noted discrepancies in the qualification requirements for the Quantity Surveyor role across different sections of the RFQ documentation:Section II: Schedule of Requirements (TOR) specifies that the QS should have a minimum of 7 years’ experience in medical systems design and healthcare facilities planning.Section III: Returnable Bidding Forms lists a Mechanical Engineering background as a requirement.The indicated academic qualification of a Degree in Surveying Engineering with additional Architectural background appears misaligned with the typical expectations for the QS role, where a Degree in Building Economics is more commonly applicable.Kindly clarify which specific qualifications and experience are required for the Quantity Surveyor under this assignment.Clarification on Duration of Consultancy Services:There appears to be a conflict in the indicated duration of the consultancy services:Section 3.2 of the Schedule of Requirements (Section II) refers to a timeline of up to 3 months.Section 5: Commencement and Duration of Services suggests a total duration of 11 months.Could you please confirm the correct duration for the assignment?Request for Extension of Bid Submission Deadline:In order to ensure the preparation of a well thought out proposal, we request an extension of the bid submission deadline by approximately one (1) week.We would appreciate your guidance on the above points at your earliest convenience.UNOPS RESPONSEPlease refere to the revised Schedule II and Schedule III for question 1 and 2. There is conflicting sections on this matter i.e section 3.2-"a timeline of up to 3 months is initially proposed for the delivery of these services." while Chapter 5 states: The duration of the design services contract is expected to be 11 months commencing from month 1 to month 9 of the project, from which the design activities must be accomplished and completed within 9 months.RESPONSE FROM UNOPSPlease refere to the revised Section II - schedule of Requirements, The duration of the service is 4 months.

New clarification added: QUESTION From BidderIn the RFQ Section II - Schedule of Requirements, under Qualification & Experience, it is indicated that "the design consultant shall be registered in the field of Engineering Consultancy and hold relevant company certifications from related engineering bodies in the country of registration".Under Evaluation Criteria on the eSOURCING portal, it is indicated that "the bidder shall be registered under relevant government regulations to provide services in Somalia".Please clarify which criteria shall apply. Is a firm that does not have registration in Somalia eligible to submit a bid?If a firm that is not registered in Somalia with 15 years experience, constitutes a JV with a firm registered in Somalia that does not have the required minimum 15 years experience, shall their bid be eligible?RESPONSE FROM UNOPSPlease refere to revised Section II & III,15 years was a typo error, the requetsed experience is 5 years, the provided criteria is to Encourage Somali comanies who have 5 years of experience to participate in this bid, however, incase of JV, if one member of the JV partner fulifilled the 5 years of experience criteria in the county of Registration, a long with somali partner who is registered in somalia, this combination is considered eligible.

New clarification added: QUESTION 1RFQ Section II-Schedule of Requirements section 5 (commencement and Duration of Services; it is indicated that the duration of the design services contract is 11 months but design activities are to be completed within 9 months. However, in the table the timeline seems to indicate a period of about 6 months for completion of the assignment as some activities have been planned to run parallel/concurrently. Also, section 3.2 shows the timeline estimated by the Client as 3 months. Section 9.3 demands that the Consultant prepare a work plan for 11 months’ contract duration. Please clarify the actual timelines estimated for various activities from feasibility study to tender documentation.RESPONSE 1 FROM UNOPSPlease refere to the revised Section II - schedule of Requirements, The duration of the service is 4 months.QUESTION 2RFQ Section II- Schedule of Requirements section 10.1 (Firm qualifications); it is indicated that a firm should have experience in the field of sewer drainage design and that should haveparticipated in not less than 3 similar projects. Here, more emphasis has been put on sewer drainage design but road works seem to be substantial. Similar services. At least two (2) assignments/contracts awarded (ongoing or completed) in the last Four (4) years from date of tender closing with a value of not less than USD 50,000.00. Indicate details of past or ongoing assignments/contracts between Sept 2019 to Sept 2023.
