The Terms of Reference (ToR) or instruction to bidders do not explicitly address whether joint ventures are permitted. There is no joint venture form in the documents to be filled.So we would like clarification on theseIs the formation of a joint venture between companies allowed for this tender?In the case of a joint venture between a local and an international company, is it mandatory for both entities to be registered in Somaliland?Alternatively, would it be sufficient if the local company — or the lead partner in the joint venture — holds valid registration with the Somaliland government?UNOPS Response to Request for Clarification:The requirement is very explicit and the company submitting the tender should be registered in Somaliland

If so can International firms use registrations from their respective countries and only apply for Somaliland registration if awarded the contract?UNOPS Response to Request for ClarificationThis Request for Quotation (RFQ) specifies that all nationalities are eligible to submit a bid. However, an additional mandatory requirement is that the bidder must be a registered organization under the relevant government regulations to provide services in Somaliland.Consequently, all interested bidders must possess a valid Somaliland registration prior to the bid closing date.
