New clarification added: Question: SECTION II: Schedule of Requirements – p. 4 - Section 1.7 – Medical Evacuation Travel (MET): Can you kindly provide the list of countries for medical evacuation approved by the UN including the list of recognised medical centres? Answer: The plan is intended to offer medical services to personnel at their duty station. Should UNOPS conduct a medevac for the local personnel, it will be to the nearest country that offers the required care. For medevac from countries with poor health systems, the medevac will be to the regional area of care (RAC) country hospital.

New clarification added: Question: LTA – Article 1.7 – on the basis of Annex 1 we have assumed that we can request changes/set out reservations on the General Conditions of Contract. Is that assumption correct?Answer: Yes, you can propose any adjustments to the terms and the same will be considered during the evaluation process.

New clarification added: Question: Could you please clarify what you mean by “All reductions in market prices will be passed on in full to UNOPS.”?Answer: It means that if the cost of the goods or services covered by the LTA decreases in the market, the supplier is contractually obligated to lower the price they charge UNOPS by the full amount of that reduction. Please note that for this contract, it is indicated that suppliers should provide a profit sharing formula that would act as a guidance.

New clarification added: Question: SECTION II: Schedule of Requirements – p. 4 - Section 1.10 – Stop loss provision: Can you kindly confirm at which frequency the administrator will receive the salary information and is expected to upload the information into our systems? Will UNOPS require an annual update on 1st January of each calendar year? Can you kindly confirm if the salary information will be provided in local currency or plan currency?Answer: The annual salaries will be provided in the monthly eligibility reports in local currencies and USD. The amount in USD will be based on the existing UN exchange rate. System updates can be made based on the fee at the beginning of the year or as agreed during oboarding.

Example, If a personnel with a duty station of Denmark (overall maximum 80,000) travels to the US or Canada on ODT, the reimbursement will the based on the R&CC of the destination country but the overall maximum will be their annual limit of 80,000 USD which is based on their duty station outside the US. Personnel with duty stations outside US and Canada are not to access treatment in the US unless they are on ODT, MET or HT.

Can you kindly confirm if the administrator is expected to work with an established list or a specific method to assess new illnesses according to serious/critical criteria?Answer: The list of conditions is broad and the insurer is expected to review all new cases individually and approve. However, for those currently approved by the current insurer, we would expect a smoother transition if need be by having individual letters confirming the serious illness for ease of onboarding by the successful bidder.

Can you kindly confirm if there are any exceptions applied to this rule (other than ODT/MET/HT/countries with poor medical facilities) e.g. limit not to be applied for certain benefits?Answer: For treatment outside duty station, R&CC of the duty station should be applied on all medical services except if the service was due to ODT, MET, HT or if the personnel is on travel for treatment due to poor medical facilities.

New clarification added: Question: SECTION II: Schedule of Requirements – p. 4 - Section 1.8 – Holiday Travel (HT): Can you kindly confirm how the administrator will be informed of the periods of “Holiday Travel” and the start and end date of the five consecutive weeks? Can you kindly share claims statistics on claims incurred for the last 5 years related to “Holiday Travel”? Answer: Since this is tied to annual leave in most cases, in case of a claim, UNOPS is able to confirm the leave period. Current practice is for the personnel to give proof of holiday travel while submittiing a claim. A reporting process can be discussed with the successfully bidder for better implementation. Please refer to the Claims Report by country and benefit - 2021-2024. The information is available for 2021 and 2022. For 2023 - 2024, the costs are not captured separately.

New clarification added: Question: In the "Utilization statistics" document, the cut off date indicated is 30/04/2025. However, the payment columns indicate the sums paid in 2023 and 2024 for the same years of occurence. We deduce that the figures do not contain any amounts paid in 2025, for 2023 and 2024. We also deduce that the actual cut off date is the 31/12/2024? Could you please confirm our understanding is correct? Would you mind please providing us with the figures for the 2025 year of paiement as indicated? Answer: Please refer to the Claims Report by country and benefit - 2021-2024 for the claims incurred without IBNR. Cut off for 2021-2022 is 28/02/2023 and cut off for 2023-2024 is 30/05/2025.

New clarification added: Question: Article 14.2 ..." upon sixty (60) day’s advance written notice to the Contractor, UNOPS may terminate the Contract without having to provide any justification" Can you kindly describe a hypothetical situation vis a vis the insurance program, in which termination may occur under this condition?Answer: Given the nature of this contract, should a situation warrant termination, justification will be shared with the insurer. It is important to note that we have not had an incident with the medical insurance contracts. New clarification added: Question: Amongst the benefits for hospitalization, could you please confirm that the "Organ transplant" reimbursement exclude all the costs related to acquiring the organ?Answer: The cost of hospitalization and medical procedure for the donor should be covered by the plan. Additional expenses such as lost wages, travel expenses or expenses for unrelated conditions discovered during the evaluation process should not be covered.

The concept of hardship is not mentioned in other parts of the document.Answer: The hardship provision is an internal UN provision to cover claims over and above the set limits to support personnel. For purposes of this tender, this does not have any impact to the insurer on costing.

The contracts however have a provision for medical insurance provided by the organization.

New clarification added: Question: Is optional enrolment for dependents on a family basis? I.e. all dependents or none? This would reduce the risk of anti-selection and thus improve the long term sustainability of the contract. This would also mean that a newborn child is covered free of charge only in case the Staff member/LICA opted to enrol all dependents. Is this correct?Answer: The plan discourages anti-selection. For this reason, personnel can either enrol all dependents or none. For the free cover, if a personnel did not enrol all dependents, they can be allowed to enrol them when enrolling the newborn.

New clarification added: Question: In the "Utilization statistics" document, "Bank charges" are excluded of the figures. Could you please indicate the "bank charges" amounts separately? Answer: Since reimbursements are based on bank transfers, this cost is borne by the insurer and will vary depending on the financial agreements the insurer has in palce with their partner banks. For this reason, these costs may vary from one insurer to another and the same cannot be shared with us.

New clarification added: Question: As specified in the Tender Particulars, the supplier may be allowed to request a price adjustment after every 12-month period, up to a maximum of 10%, upon UNOPS approval based on justified evidence and the performance of the LTA holder. Could you please clarify whether the insurer may exit the contract during the 36-month period in the event of disagreement over the price adjustment? What would be the deadline (a notice period) for price adjustment for the 2027 insurance year?Answer: The price adjustment guidelines agreed on when signing the LTA will form the basis of the expected adjustments for years 2 and 3, this may include agreed deviations before signing the LTA to ensure the contracted services are guaranteed for the first 36 months. Prior to the expiry of the annual contract, renewal discussions are expected based on the agreed terms of the LTA upon which an agreement should be reached and as such a decision should be made prior to the expiry date of the policy. Given the large number of plan members, should the insurer wish to opt out of the plan after the 36 months, a 6 month notice will be a show of good faith to ensure ample time is avaiable to source for a new supplier.

Answer: UNOPS will use its standard contract “Long Term Agreement (LTA)” along with the UNOPS General Conditions of Contract for the provision of services which stipulates a maximum price adjustment of 10%. If the bidder believes that certain additional provisions/deviations are needed in order to perform the services for UNOPS, they should include it in their proposal. UNOPS may evaluate the requested deviations during the evaluation stage. If the required deviations are acceptable to UNOPS, UNOPS may consider negotiating the requested deviation with the successful bidder before the contract award.

New clarification added: Question: Can UNOPs confirm that in the event that prior agreement cannot be reached on the Contract Price for each Contract Year (Years 2 and 3), that the Insurance Policy will automatically expire?. Would the prior agreement of the Insurer be required for any additional extension (1+1) years to the period of three (3) years, as set out in the Tender Particulars?Answer: The price adjustment guidelines agreed on when signing the LTA will form the basis of the expected adjustments for year 2 and 3, this may include agreed deviations before signing the LTA to ensure the contracted services are guaranteed for the first 36 months.Prior to the expiry of the annual contract, renewal discussions are expected based on the agreed terms of the LTA upon which an agreement should be reached and as such a decision should be made prior to the expiry date of the policy. An extension beyond the initial 36-month period is subject to the mutual agreement of both parties.

Are the reimbursements for MET limited to the Medical treatment, or also the organisation/transport? Answer: Out of country emergency Medical evacuation is managed by UNOPS and is limited to the air ambulance costs and not to be covered by this plan. Once the medevac is complete, this plan is expected to cater for treatment costs upto the existing R&C charges of the destination country. Please note that this is different from transportation costs which are for non emergency care that is to be covered by this plan.

New clarification added: Question: Could you, please, precise what the table 8 (a) “List of Countries with inadequate medical facilities 2025” in the RFP_Section_II_Schedule of Requirements means?Does it mean the UNOPS members in the mentioned duty stations have to go in the countries of Regional area of care (for example : Members in Afghanistan have to be cared in Pakistan and India)?Answer: The list of countries with inadequate medical facilities is used to establish a regional area of care (RAC) as indicated e.g Pakistan and India for Afghanistan. This is to provide an additional network access to colleagues who may wish to seek treatment in better facilities even if services are available at the duty station, these services are to be paid or reimbursed at the R&C charges of the RAC country where they seek treatment. Travel for treatment approval by insurer will only be expected in case the treatment being sought is not available at the duty station, otherwise, if the treatment is available at the duty station, the personnel who wish to seek better care at a RAC country will pay for their transportation costs.

New clarification added: Question: Could you please clarify what the difference is between ASHI and After Service Continuation Period?Answer: ASHI stands for After-Service Health Insurance. It's a program that provides health insurance coverage to eligible former UN staff members and their dependents after they retire from service. This coverage is a continuation of the active-service health insurance plan they were enrolled in while employed by the UN. All retirees on the current population are beneficiaries of this program. These premiums are remitted by UNOPS to the insurer.After service continuation is a program that enables personnel who wish to continue with their insurance after their contracts come to an end to be able to do so for a maximum period of 12 months. Premiums for this category are colllected directly from the individual members by the insurer.

New clarification added: Question: Can you kindly describe in detail what is exactly covered under the Medical Evacuation benefit?Answer: This benefit is not covered by the plan. However, it is managed internally by UNOPS through a different supplier. Medical evacuation (Medevac) is only to be considered in exceptional circumstances where an acute life-threatening medical emergency occurs requiring the use of out of country air ambulance because the available local facilities do not offer an adequate response to the medical emergency. This should be differentiated from the other 3 benefits that should be covered by the plan; general transportation (this can include out of country commercial flight upto the stated benefit limits), local road ambulance and local air ambulance which offer services within the country of duty station.

UNOPS shall have the option to extend the validity of this Agreement at the same terms and conditions for (number) additional (months/years) ending (date). Upon which grounds is the insurer allowed to terminate the contract after the initial period of 36 months?Answer: UNOPS will use the result of this solicitation process to enter into non-exclusive Long Term Agreement (s) for a period of three (3) years with a possible extension of an additional two (1+1) years. An extension beyond the initial 36-month period is subject to the mutual agreement of both parties. Should an agreement for extension not be reached by either party, the contract will terminate upon the completion of the initial 36-month period.

Could you kindly clarify how the renewal terms will be redacted into the procurement contract, especially since the yearly price adjustement that may be enacted if accepted?
