New clarification added: Question: SECTION II: Schedule of Requirements – p. 13 - Optional Plan Enhancements point 1: Fertility treatment: Can you kindly explain the reference to hardship provision? The concept of hardship is not mentioned in other parts of the document.Answer: The hardship provision is an internal UN provision to cover claims over and above the set limits to support personnel. For purposes of this tender, this does not have any impact to the insurer on costing.

New clarification added: Question: Could you please confirm that the "Local-specialist & Local - Support personnel" are UNOPS staff? Is there a proportion of non-staff members within this population?Answer: "Local-specialist & Local - Support personnel" are UNOPS personnel with Local individual contractor agreements. The contracts have a provision for medical insurance coverage provided by the organization. Please refer to the schedule of requirements for the breakdown of staff and non-staff population.

New clarification added: Question: Could you kindly inform us whether the local individual contractors hold appointment letters governed by the UN staff regulations and staff rules?Answer: Local Individual contractors are not governed by the UN staff rules and regulations. The contracts however have a provision for medical insurance provided by the organization.

New clarification added: Question: Are the statistics regarding the repatriation of a deceased person included in the overall claims statistics in 2021, 2022, 2023 and 2024?Answer: The repatriation cost are part of the claims report. Please note that we have only had one case between 2023 and 2025.

New clarification added: Question: Is optional enrolment for dependents on a family basis? I.e. all dependents or none? This would reduce the risk of anti-selection and thus improve the long term sustainability of the contract. This would also mean that a newborn child is covered free of charge only in case the Staff member/LICA opted to enrol all dependents. Is this correct?Answer: The plan discourages anti-selection. For this reason, personnel can either enrol all dependents or none. For the free cover, if a personnel did not enrol all dependents, they can be allowed to enrol them when enrolling the newborn.

New clarification added: Question: In the "Utilization statistics" document, "Bank charges" are excluded of the figures. Could you please indicate the "bank charges" amounts separately? Answer: Since reimbursements are based on bank transfers, this cost is borne by the insurer and will vary depending on the financial agreements the insurer has in palce with their partner banks. For this reason, these costs may vary from one insurer to another and the same cannot be shared with us.

New clarification added: Question: As specified in the Tender Particulars, the supplier may be allowed to request a price adjustment after every 12-month period, up to a maximum of 10%, upon UNOPS approval based on justified evidence and the performance of the LTA holder. Could you please clarify whether the insurer may exit the contract during the 36-month period in the event of disagreement over the price adjustment? What would be the deadline (a notice period) for price adjustment for the 2027 insurance year?Answer: The price adjustment guidelines agreed on when signing the LTA will form the basis of the expected adjustments for years 2 and 3, this may include agreed deviations before signing the LTA to ensure the contracted services are guaranteed for the first 36 months. Prior to the expiry of the annual contract, renewal discussions are expected based on the agreed terms of the LTA upon which an agreement should be reached and as such a decision should be made prior to the expiry date of the policy. Given the large number of plan members, should the insurer wish to opt out of the plan after the 36 months, a 6 month notice will be a show of good faith to ensure ample time is avaiable to source for a new supplier.

New clarification added: Question: Would you mind pointing out/isolating the individuals concerned by continuations in the detailed census?Answer: Individuals on the 12 months continuation plan are not included in our census as the current insurer is expected to manage the individual plans for the period of 12 months even if their end date is after 31st December 2025. The new bidder will only be expected to enrol personnel whose contracts may require continuation from 1st January 2026.

New clarification added: Question: Can you please confirm our understanding that a premium adjustment formula is allowed to apply every 12 months and we can propose the most appropriate formula? Answer: UNOPS will use its standard contract “Long Term Agreement (LTA)” along with the UNOPS General Conditions of Contract for the provision of services which stipulates a maximum price adjustment of 10%. If the bidder believes that certain additional provisions/deviations are needed in order to perform the services for UNOPS, they should include it in their proposal. UNOPS may evaluate the requested deviations during the evaluation stage. If the required deviations are acceptable to UNOPS, UNOPS may consider negotiating the requested deviation with the successful bidder before the contract award.

New clarification added: Question: Please share a detailed census including insured type, gender, date of birth, location, nationality, plan, category (US/Canada, Group A, Group B, Group C). Can you split this up into the UNOPS and UNHCR part of the population?Answer: Please refer to the list of the detailed census in the UNOPS Active Census Data sheet attached under the documents section and note that we have more than one partner group but all have the same annual limits and benefits as UNOPS personnel as stipulated in the TOR thus no value will be derived from separating the different groups by organization for the purposes of this tender process.

New clarification added: Question: Can UNOPs confirm that in the event that prior agreement cannot be reached on the Contract Price for each Contract Year (Years 2 and 3), that the Insurance Policy will automatically expire?. Would the prior agreement of the Insurer be required for any additional extension (1+1) years to the period of three (3) years, as set out in the Tender Particulars?Answer: The price adjustment guidelines agreed on when signing the LTA will form the basis of the expected adjustments for year 2 and 3, this may include agreed deviations before signing the LTA to ensure the contracted services are guaranteed for the first 36 months.Prior to the expiry of the annual contract, renewal discussions are expected based on the agreed terms of the LTA upon which an agreement should be reached and as such a decision should be made prior to the expiry date of the policy. New clarification added: Question: Do we need to include the Medical Evacuation Travel organisation support, or will the evacuation be arranged by UNOPS? Are the reimbursements for MET limited to the Medical treatment, or also the organisation/transport? Answer: Out of country emergency Medical evacuation is managed by UNOPS and is limited to the air ambulance costs and not to be covered by this plan. Once the medevac is complete, this plan is expected to cater for treatment costs upto the existing R&C charges of the destination country. Please note that this is different from transportation costs which are for non emergency care that is to be covered by this plan.

New clarification added: Question: Could you, please, precise what the table 8 (a) “List of Countries with inadequate medical facilities 2025” in the RFP_Section_II_Schedule of Requirements means?Does it mean the UNOPS members in the mentioned duty stations have to go in the countries of Regional area of care (for example : Members in Afghanistan have to be cared in Pakistan and India)?Answer: The list of countries with inadequate medical facilities is used to establish a regional area of care (RAC) as indicated e.g Pakistan and India for Afghanistan. This is to provide an additional network access to colleagues who may wish to seek treatment in better facilities even if services are available at the duty station, these services are to be paid or reimbursed at the R&C charges of the RAC country where they seek treatment. Travel for treatment approval by insurer will only be expected in case the treatment being sought is not available at the duty station, otherwise, if the treatment is available at the duty station, the personnel who wish to seek better care at a RAC country will pay for their transportation costs.

New clarification added: Question: The table of benefits cites "ICU/CCU" benefits, under the Hospitalization portion of coverage. Could you kindly provide detail as to what this type of care entails?Answer: As part of care/treatment for critically ill patients, hospitalization in Intensive Care unit and the Cardiac Care unit are expected to be fully covered by the plan.

New clarification added: Question: As the enrolment is optionnal notably for LICA holding a contract of three (3) months or more and Eligible family members of LICA contract holder, could you please confirm us whether the figures at our disposal correspond to the number of persons covered by the Plan or to the number of persons hired and eligible to the Plan? Answer: The enrolment is mandatory for LICA holders holding contracts of more than 3 months. It is only optional for their eligible dependents, i.e spouse and children. The figures shared are for all personnel and dependents currently insured.

New clarification added: Question: Do you require that the TPA services, and therefore the location of the claims team in charge be exclusively based in Europe, or can they be located anywhere in the world?Answer: We do not have a preference for any location of the claims team, however, the teams should be able to service our personnel in the 3 UN languages (English, French and Spanish) and any challenges can be addressed in a timely manner.

Could you confirm whether the entire population of 11 722 individuals will be expected to sign up for this benefit in a compulsory manner, without being subject to minimum tenure?Answer: This benefit is not subject to any waiting periods and should be part of the benefits available to all beneficiaries enrolled to the medical plan.

New clarification added: Question: Table 8 (a): List of Countries with inadequate medical facilities 2025: Could you please confirm that in case of a country with inadequate medical facilities, the proposed country to benefit of better healthcare belongs to the same "Rate Groupe" A, B or C?Answer: Yes, this is the case for most of the countries with the exemption of a few e.g Egypt is the regional area of care for Eritrea even though Eritrea is in group C while Egypt is in Group B.

New clarification added: Question: Could you please advise what the expected number of lives to be covered is in 2026 and 2027?Answer: Please note that the plan covers personnel with different contract end dates and the monthly reporting is done with updated active contract holders and their dependents. We have provided a current estimate of the insured population and this may change towards the end of the year. The successful bidder will receive an updated data during the onboarding process for personnel to be covered effective 1st Jan 2026 and subsequent monthly reporting of the same.

New clarification added: Question: Could you please confirm that the "local Staff - National Professional Officers (NPO) and General Service (GS)" correspond to the permanent staff of UNOPS?Answer: Yes, we confirm that both the GS and NPO are UNOPS staff. The contracts are categorized as FTA (Fixed term appointment) that are usually for a period of one or 2 years but renewable.

The plan may have a few personnel recruited to duty stations that are not in their home country, otherwise the majority of the population are local personnel.

New clarification added: Question: We have taken note of your position regarding audits: Is UNOPS willing to work with the insurer to build an agreed upon timeline, defined content and duration in advance, so that we ensure our teams have the capacity to fulfill the request?Answer: Yes, the audit scope would be communicated and reasonable time may be given for the insurer to have the capacity to fulfil the request. The insurer's risk and fraud teams are expected to have a working relationship with UNOPS internal audit and investigations team to ensure collaboration in reporting, investigating and subsequent consequence management in relation to fraudulent claims.

If the bidder believes that certain additional provisions/deviations are needed in order to perform the services for UNOPS, they should include it in their proposal. UNOPS may evaluate the requested deviations during the evaluation stage. New clarification added: Question: Could you confirm that staff members and their dependents are eligible only for After Service Insurance (ASHI) and not for After Service Continuation Period? What are the eligibility criteria for the ASHI? Answer: Only retirees and their dependents are eligible for ASHI. All other personnel are eligible for the continuation plan upto a maximum period of 12 months.

New clarification added: Question: Please advise how many eligible LICA employees and how many of them have opted for the cover provided under the UNOPS group plan (given it’s mentioned as “Optional” under section “1.3 Eligibility”).Answer: Please note that eligibility for LICA personnel is mandatory, it is only optional for dependants of LICA personnel and for those whose contracts have come to an end and would wish to consider the 12 months continuation of coverage.

New clarification added: Question: Could you please clarify whether “After Service Continuation Period” (ASCP) requested for 12 months would be part of the UNOPS group performance? May TOB and rates for the After Service Continuation Period be different from the group’s TOB and rates?Answer: For the 12 months ASCP, the expectation is to have the same rate and benefits as existing plan holders. However,should you wish to propose any deviations you can submit the same to be considered during the evaluation stage.

New clarification added: Question: Could you please clarify what the difference is between ASHI and After Service Continuation Period?Answer: ASHI stands for After-Service Health Insurance. It's a program that provides health insurance coverage to eligible former UN staff members and their dependents after they retire from service. This coverage is a continuation of the active-service health insurance plan they were enrolled in while employed by the UN. All retirees on the current population are beneficiaries of this program. These premiums are remitted by UNOPS to the insurer.After service continuation is a program that enables personnel who wish to continue with their insurance after their contracts come to an end to be able to do so for a maximum period of 12 months. Premiums for this category are colllected directly from the individual members by the insurer.

New clarification added: Question: Are the premiums for the individual contracts expected to be paid by UNOPS for its former members in case of continuation?Answer: UNOPS does not pay premiums for personnel who enrol to the 12 months continuation plan after the end of their contracts, the insurer is expected to set-up a mechanism of invoicing and subsequent payment by the member on the continuation plan.

New clarification added: Question: Do the Individual Contractors engaged under UNOPS individual contractor agreements (ICA) with contracts of more than 3 months benefit from privileges and immunities (P&I)?Answer: For the purpose of the contract, offerors should assume that LICAs do not have P&I. If the question relates to payments to LICAs in embargo countries, UNOPS will facilitate those payments through payroll.

New clarification added: Question: Can you kindly describe in detail what is exactly covered under the Medical Evacuation benefit?Answer: This benefit is not covered by the plan. However, it is managed internally by UNOPS through a different supplier. Medical evacuation (Medevac) is only to be considered in exceptional circumstances where an acute life-threatening medical emergency occurs requiring the use of out of country air ambulance because the available local facilities do not offer an adequate response to the medical emergency. This should be differentiated from the other 3 benefits that should be covered by the plan; general transportation (this can include out of country commercial flight upto the stated benefit limits), local road ambulance and local air ambulance which offer services within the country of duty station.

New clarification added: Question: Entry into force. Time limits.2.1. The Agreement shall enter into force upon its signature by both Parties and shall remain in force through (date). UNOPS shall have the option to extend the validity of this Agreement at the same terms and conditions for (number) additional (months/years) ending (date). Upon which grounds is the insurer allowed to terminate the contract after the initial period of 36 months?Answer: UNOPS will use the result of this solicitation process to enter into non-exclusive Long Term Agreement (s) for a period of three (3) years with a possible extension of an additional two (1+1) years. An extension beyond the initial 36-month period is subject to the mutual agreement of both parties. Should an agreement for extension not be reached by either party, the contract will terminate upon the completion of the initial 36-month period.

New clarification added: Question: It’s mentionned in the RFP_Section_I_Instructions to Offerors that "Proposals shall remain valid for acceptance by UNOPS for the entire period set out in the Tender Particulars section. A Proposal valid for a shorter period of time shall not be further considered.” Could you, please, advice where the "Tender Particulars section" is ? Would 120 days of validity be acceptable?Answer: The requested proposal validity period for this RFP is 120 days.
