INTRODUCTION
ESTIDAMA++Fund-extension of coverage and formalization is a multi-donor fund, including contributions from the Kingdom of the Netherlands, Norway and the United Kingdom, aims to extend social security coverage to groups of vulnerable workers through a subsidized contribution model. The fund provides contribution subsidies and addresses incentive gaps for vulnerable informal workers, including refugees.
ASSIGNMENT OBJECTIVES
This assignment will support more comprehensive protection systems, through improved communication, and photography among Social Security current and potential members. It builds on work done between the ILO and the Social Security Corporation’s Media Centre and other Departments to enhance and strengthen interactive communications with existing and potential SSC target audience.
The overall objective of the assignment is to support the engagement with vulnerable workers and their employers through increasing project visibility and effectively reach stakeholders with results and information on the project achievements. This assignment will support the strategic communication of the project and coordination among ILO, SSC, and target audience to showcase the project impact on the ground.
SCOPE OF WORK
The assignment will provide photography and videography services (16 working days) for various project events and communications. Specifically, the external collaborator will provide digital photographs and short-form video content for the production of human-interest stories, press releases, social media (including Reels, Shorts and Stories), ILO publications, and website content and a variety of platforms in the dissemination of photographs.
The role demands flexibility, technical expertise, and creativity to ensure all visual materials meet the organization's standards.
The expected responsibilities will include:
- Event and Field Visit Coverage:
- Provide comprehensive photographic and short video coverage during events, field visits, and human-interest stories, ensuring all key moments and activities are captured.
- Capture key moments, and dynamic visuals, and human interactions in ways that are compelling and adaptable to both still and video formats.
- Respond promptly to notifications from the ILO, which will inform the photographer of event dates and requirements one to two days in advance.
- Ensure a diverse range of photographs, including wide shots, medium shots, and close-ups, etc to convey the event.
- Record and produce three short videos (up to 90 seconds each), suitable for Instagram Reels, Facebook Stories, YouTube Shorts and X platforms, incorporating motion, soundbites, ambient sound, or background music as needed.
- Provide the following deliverables at the end of each workday:
- An edited selection of at least 10 photographs capturing all key moments from each event at the end of each workday. All photos must include captions that specify the date, location and event description.
- Produce three short-form videos (up to 90 seconds each) for the three selected different events or activities, as determined by the ILO. These will be identified in advance by the ILO based on communication priorities.
- Each video should be delivered in two ratios (vertical/portrait) and edited with basic transitions, subtitles (where applicable), and in line with ILO branding and visual identity guidelines.
- Submit the clean, unedited, rough-cut (with interviews and b-rolls shots separated) of all videos for the ILO to use in future activities.
- Submit a selection of the best 30 photographs, edited and optimized in high resolution within three working days post-event. All photos must include captions that specify the date, location and event description.
- Submit the final of three short video, with proper formatting, ILO branding, suitable for direct upload to social platforms. Submit the short video within two days post-event, with completed postproduction and ready for dissemination
- Equipment and Software:
- The selected external collaborator must have their own equipment as well as photo and video-related editing software.
- Quality of the services and production:
- Ensure all videos and images meet high standards of resolution, clarity, composition, and colour balance, suitable for publication in ILO’s official publications and online platforms.
- Selection of the photos and videos will also be based on the ILO guidelines for visual content.
- Work locations:
- The selected external collaborator will work in diverse environments, including indoor event spaces, outdoor field locations in Amman and other governorates.
TIME FRAME/DURATION
The contract is expected to span over 4 months duration starting 25 June 2024 to 23 October 2025.
DELIVERABLES
The table below outlines the deliverable method linked with the completion of each activity. Completion of each activity (taking photos and videos for events, meetings, workshops as requested by ILO) in accordance with the requirements stated under Section IV Tasks will be considered a deliverable, subject to approval by the project manager and satisfaction of the ILO. Additionally, each approved deliverable shall align with the submission of an invoice and actual services delivered, in accordance with the daily rate provided by the contractor.

P.S. Following the submission of each deliverable, the selected contractor shall be prepared to accommodate multiple rounds of changes and revisions based on feedback and input from the ILO. No payment will be processed until final approval is granted and all revisions are completed to the ILO’s satisfaction.
PAYMENT SCHEDULE
This consultancy comprises of 16 working days, and payments will be issued upon the submission of the deliverable(s) to the satisfaction of the ILO and the corresponding supplier invoice/s and related documents.

P.S. All payments shall be processed only after the final deliverable has been submitted and approved by the ILO. Upon receipt of a valid invoice, the selected external collaborator shall receive payment within thirty (30) calendar days.
REQUIRMENTS
The selected external collaborator must demonstrate the following qualifications and competencies:
- A bachelor’s degree in communications or any related field.
- At least 10 years of experience working in the field of photography and videography.
- Experience working with international agencies, media, or related journalism experience in covering social, humanitarian and development topics.
- Ability to perform high-quality photo and video editing and retouching to enhance images.
- Proficiency in English and Arabic.
- Knowledge of ethical standards in reporting on issues related to vulnerable people, women and children is an asset.
- Excellent attention to details.
- Ability to work efficiently and meet tight deadlines, especially in delivering timely and post-event photo selections.
- National candidates or based in Jordan for the duration of the contract.
SUBMISSION
Interested candidates are invited to submit a complete proposal consisting of the following:

- Links to five samples of relevant previous work (must include both photography and videography)
The technical proposal will be evaluated based on the following criteria:
- Depth and relevance of the applicant’s response to the (ToR) as outlined in the cover letter
- Applicant’s qualifications and relevant prior experience as per the CV
- Quality and relevance of previous work samples
- Financial Proposal, including:
- Daily rate in Jordanian Dinars (JOD)
- Detailed cost breakdown for:
• 10 working days for photography
• 6 working days for videography (covering three short videos)
• Transportation costs outside Amman (as per the amount listed below)
The ILO will seek to provide transportation for the field visits outside Amman, subject to the location and the ILO vehicles schedule. In case the ILO is unable to provide transportation, the selected external collaborator is expected to arrange for their transportation. Please include a separate budget line as a lump sum for transportation of JOD 200 in your financial offer. Please note that this lump sum amount will only be used when ILO is unable to provide transportation services. The reimbursement amount will be determined based on the governorate's location and will follow the UN transportation rate.
