New clarification added: Dear Bidders,Please find below UNOPS responses to Bidders' clarifications. We would kindly like to request clarification regarding the following two points:1. Audited Income Statement – Past 3 Years:Due to the ongoing conflict and war conditions in Gaza, many companies have not been operational during the past year. In this context, would it be acceptable to submit audited income statements up to December 31st, 2022, instead of the full past 3 years?Response: Since the audited income statement for 2022 is one of the three required years, you may submit it provided it meets the necessary criteria.2. Battery Capacity in Watt-Hours (Wh):As per the technical specifications, the battery should be capable of operating the system at full load for 6 hours. However, based on our technical evaluation, a battery of such capacity would significantly increase the system size and weight, making it no longer portable. Could you please clarify the required battery capacity in Wh, or whether a compromise is acceptable to maintain system portability?Response: It is understandable and expected of larger systems to have larger battery capacities overall. However, we will maintain portability by not using single large batteries that could not be carried and relocated by users.Clarification: Could you please clarify whether all kits must include AC outputs, or only selected types within each Lot?Response: Only kits 1000W to 3000W will have AC outlets.Clarification: Is it required to provide a user manual or installation guide with each kit? If yes, in which language and to what extent?Response: The kits and their components should be more of the plug and play nature. They should not need any professional technical interference. Manuals should be in Arabic or English.Clarification: Is a Factory Acceptance Test (FAT), pre-shipment inspection, or third-party quality verification required prior to delivery?Response: Bidders must submit all required international certificates with their bids, as these will be considered during the technical evaluation. In the event of an LTA award, the successful supplier is expected to deliver fully compliant and functional products, free from any deficiencies. Accordingly, the selected supplier shall provide a Factory Acceptance Test (FAT) for the ordered kits and conduct pre-shipment inspections.Clarification: Is delivery via Ashdod port (Israel), followed by ground transport through the Kerem Shalom crossing, acceptable to UNOPS?Response: Bidder must be able to deliver the goods to Gaza.Clarification: Could you provide a list or overview of the specific documentation required by COGAT for transportation approval?Response: COGAT typically requests technical specifications, product images, catalogs, country of origin, and the designated entry point to Israel. However, the Bidder must be able to provide any additional documents or information requested by COGAT.Clarification: Who is responsible for coordination with Israeli authorities (COGAT) regarding transportation approvals – the supplier or UNOPS?Response: UNOPS will facilitate the process, but it remains the responsibility of the Bidder.Clarification: Are partial deliveries under a single Purchase Order (PO) acceptable, or must all items be delivered at once?Response: All quantities/Items must be delivered at once.Clarification: In case of delivery delays caused by COGAT approvals beyond the supplier’s control, will penalties for delay still apply?Response: No, however, the successful Bidder(s) will not be allowed to deliver the goods before obtaining COGAT approval and receiving UNOPS' clear instruction to start the delivery.Clarification: Is there an indicative timeline for contract signature and commencement of delivery (e.g., issuance of the first PO)?Response: UNOPS plans to sign the LTA with the successful bidder(s) in June 2025, and no information is available on when the first order will be issued or when the delivery will be required.Clarification: Is there a forecast or general plan for how many Purchase Orders UNOPS expects to issue, and at what approximate intervals during the contract period?Response: NoClarification: Could you please extend the deadline for a short period, eg, a week?Response: The deadline has already been extended to 29 May 2025.Clarifications: We kindly request clarification on the following two points related to the above-mentioned RFQ:1. DC Output Requirement (12V, 24V, 48V):According to the technical specifications, each solar home kit must include multiple DC output voltages: 12V, 24V, and 48V.We would like to note that it is technically challenging to find integrated portable solar kits that provide all three DC outputs simultaneously, especially within the power ranges defined in Lot 1 and Lot 2.📌 Could you please confirm whether providing only a 12V DC output would be acceptable, as this is the most common and widely supported standard across suppliers?Response: 30W-100W Kits should have at least USB-A and USB-C outlets200W-350W, in addition to the above, should have a 12VDC outlet.1000W and more should also have 24V and 48 VDC. At least 2 of the outputs should be supported simultaneously2. Request for Submission Deadline Extension:We are currently engaging with multiple manufacturers to identify the most technically compliant and cost-effective solutions. However, due to the technical complexity of the requirements and the time needed for detailed consultations, we would like to respectfully request an extension of the submission deadline by 7 calendar days. This additional time will ensure that we can submit a complete and competitive offer that fully meets UNOPS’ expectations and quality standards.Response: The deadline has already been extended to 29 May 2025.Kind regards

I want to confirm that this is the correct interpretation. (This is not the output power of the kit in VAC.)Response: Correct, it is the solar modules peak power. However, the maximum output power will be the rated power for each kit. Clarification Regarding Portability of Lot 2This Long Term Agreement (LTA) is specified for portable solar kits. For Lot 1, it makes sense for the kits to be portable. However, for Lot 2, I would like to clarify what you mean by "portable," as the weight of the PV systems exceeds 150 kg. Therefore, we require some clarification from your side regarding the portability criteria for this lot.Lot 02: (1000W - 3000W PV Kits with AC outlets)Response: Portability here is not referring to backpack size portability. For Lot 2, it refers to easily installed (not fixed in place), easily dismantled, and easily relocated. Hence, foldability is the specified option. However, if this portability is achieved through other means, then that can also be considered as a compliant option. Clarification: For submitting the forms the list of documents to be submitted is not available in the web UNOPS eSourcing. Could you please inform us how to proceed?Response: The documents that Bidders must submit are listed under the checklist tab.
