Terms of Reference
1. The United Nations Office at Geneva (UNOG) seeks Expressions of Interest (EOI) for a solicitation it intends to issue for the required services or goods described below.
2. Vendors interested in fulfilling the above requirements must be registered with UNOG and may wish to visit "UNOG Vendor Registration Process" for full registration information in order to be eligible to participate in any solicitation.
3. Required services or goods are the following:
The United Nations Office at Geneva (UNOG) is currently seeking qualified firms to conduct a comprehensive and intrusive survey regarding the presence of hazardous materials within the Palais des Nations.
The services required are in the context of the Strategic Heritage Plan (SHP) project which consists of the complete refurbishment/renovation of the United Nations Office at Geneva (UNOG) Palais des Nations buildings’ premises.
The buildings have a total gross area of 249,226 m2 and it is surrounded by a 46.6-hectare park. The portion to be refurbished and renovated under the SHP comprises a gross area of 233,872 m2.
The consultant / firm is requested to execute intrusive analysis of all building components in order to determine the presence of the following hazardous materials:
i) Asbestos;
ii) Poly Chlorinated Biphenyls (PCB);
iii) Polycyclic aromatic hydrocarbons (PAHs);
iv) Pentachlorophenol (PCP);
v) Lindane (gamma-hexachlorocyclohexane (γ-HCH));
vi) Formaldehyde;
vii) Synthetic Mineral Fibers (SMF);
viii) Lead;
ix) Radon;
x) any other potentially dangerous materials.
A mandatory visit will take place at the Palais des Nations in Geneva in mid-May 2014.
Estimated delivery date: mid-September.
4. Specific information (if any) (e.g.: pre-evaluation or pre-requisite criteria, certification, etc.):
The vendor is requested to provide a certification of legally exercise the works and services in Switzerland, demonstrate 5 (five) years of experience in assessing hazardous building materials, demonstrate the ability to test materials in local (Swiss) authorized laboratories and provide track records of no health and safety related incidents in the past 5 (five) years.

Responses must be received no later than 12:00 hours, Geneva time, on 24 April 2014. All responses will be kept strictly confidential.
6. Please note that this REOI does not constitute a solicitation. UNOG reserves the right to change or cancel this requirement at any time during the REOI process or the solicitation process. Please note that only those vendors considered as qualified by UNOG to provide the required services or goods will be invited to participate.
