New clarification added: Q3/1: The offeror understands that there are 27 sites that require a full-time technical supervisor for each of the 27 sites. Therefore, to adequately staff, this requires 27 technical supervisors. Is this assumption correct?A3/1: The assumption is correct; however, the start and end of services across the 27 sites are staggered. Thus, while full-time supervision is required at each site, the total number of individuals may be less, depending on the phasing of construction.Q3/2: If 27 technical supervisors are required, please help us understand why 10 supervisors are to be priced. Should it be 27?A3/2: The number “10” refers to the estimated level of effort (in months) required for technical supervision at each siteQ3/3: If 10 of the technical supervisors are considered key personnel under section 3.7 Key Personnel Requirements, but it requires 27 technical supervisors to cover all sites, does that mean the remaining 17 technical supervisors are considered non-key personnel?A3/3: The 10 key personnel are identified for evaluation purposes to assess the bidder’s technical capacity. The total number of supervisors may increase during implementation based on project needs.Q3/4: To confirm, while most construction projects will extend past 8 months, for pricing puropses, you are asking us to price our staff for 8 months. Is that assumption correct?A3/4: The 8-month duration is an average estimate of the construction period per site and used for pricing the required level of effort.Q3/5: For facilities in rural locations, it can be challenging to find local technical supervisor candidates that meet the requirements. This will require relocating technical supervisor candidates to these rural locations for the duration of their project. This will require life support services (lodging, transportation, food, etc.). Where should this be accounted for in the pricing? Should it be included with the labor rate?A3/5: Please use the “Travel, per diem, and copying expenses” sections in Returnable Form Schedules 4.1a and 4.1b to reflect these costs.Q3/6: Would UNOPS consider revising the pricing sheet to allow for separate labor rates for technical supervisors that are located in different regions? For instance, the labor rate for a technical supervisor in Tashkent will differ greatly than a technical supervisor located in a remote location.A3/6: UNOPS will not revise the pricing sheet. Bidders should account for regional differences and associated risks in their proposal. Site locations are disclosed for accurate pricing.Q3/7: Are there specific local labor, environmental, or health & safety standards beyond Decree No. 321 we must comply with?A3/7: Compliance requirements are outlined in Section II–V and annexes of the RFP package. The awarded contractor must adhere to all applicable standards and regulations.Q3/8: Will UNOPS provide any support for security, transportation, or accommodation across the 27 distributed sites?A3/8: UNOPS will not provide logistical support. Bidders must include all such provisions in their proposals.Q3/9: Can UNOPS clarify the expected overlap of Phase I (permits), Phase II (QA), and Phase III (Defect Notification Period)? Are these phases sequential or parallel?A3/9: The phases are sequential and do not overlap.Q3/10: For the DNP period, what level of staffing is expected during the 12-month DNP, full-time presence or periodic site visits?A3/10: The expected level of effort for the DNP is detailed in Returnable Form Schedules 4.1a and 4.1b.Q3/11: Will UNOPS provide the final approved design documents, specifications, and BOQs before the start of the QA activities?A3/11: Yes, the complete design package, specifications, and BOQs will be provided before the permitting stage for each site.Q3/12: Will UNOPS provide report templates for the daily, weekly, and monthly reports, or is the Offeror expected to propose these?A3/12: UNOPS may accept the consultant’s proposed templates after review.Q3/13: Are documents expected to be submitted in English only, or will Uzbek or Russian translations be required?A3/13: Documents are to be submitted in English. Historical records may be shared in their original languages.Q3/14: Can you confirm whether payments will be made against milestones, monthly progress, or deliverable approvals?A3/14: Payments will be made monthly based on completed and verified services.Q3/15: What are the standard site working hours (e.g., 8 hours/day, 6 days/week), and is Offeror staff expected to match the contractor’s hours?A3/15: Standard working hours are 8 hours/day, 6 days/week, aligned with the contractor’s schedule.Q3/16: Will the Offeror need to provide night or weekend coverage if the contractor works extended shifts?A3/16: Weekend or night coverage needs will depend on the site-specific implementation schedule. Weekends and public holidays are not standard workdays.Q3/17: Are there periods during the project (such as during early permitting or procurement stages) when the site-based staff can work at reduced levels or remotely?A3/17: Remote or reduced presence may be feasible during early stages depending on site schedule, but full-time presence is required during construction works.Q3/18: Can some reporting and administrative tasks (such as preparing weekly/monthly reports) be conducted remotely, or must all work be performed onsite?A3/18: Some administrative/reporting tasks may be performed remotely, depending on the consultant’s internal arrangements.Q3/19: Are the required equipment to be priced into the labor or will the pricing sheet be updated to account for these costs?A3/19: Required equipment costs should be included in financial proposal line items; separate pricing is not foreseen.Q3/20: Can you confirm that the "Quality Manager - Team Leader" is only required for 10 days in the 22-month period of performance? If not, how many days are they required?A3/20: The Team Leader’s efforts are distributed across sites and cover the entire implementation period.Q3/21: Can you confirm that the "Technical Supervisor, Qty 10 " is only required for 8 months in the 22-month period of performance? If not, how many days are they required?A3/21: The 8-month duration reflects average construction timelines; see Returnable Form Schedules 4.1a and 4.1b.Q3/22: Can you confirm that the Equipment and Machinery Requirements are for the Technical Supervisors? Are there additional Equipment and Machinery Requirements for other positions, qty. 10 doesn’t appear to cover the number of staff at any given time for the 27 locations.A3/22: The equipment quantities listed are for evaluation. Bidders must ensure all required equipment is included in their proposal.
