New clarification added: Clarification 59: Are there any guidelines or requirements regarding the provision of spare parts, including the types of components and the recommended quantities?Response: All spare parts must be readily available throughout the entire warranty period of the systems. Any defects or malfunctions that arise during this period shall be addressed and rectified by the contractor without delay, to ensure uninterrupted system performance and compliance with the contractual obligations.Clarification 60: As we have no legal presence in Yemen, are we allowed to participate in the bid ? Response: Bidders must have a legal presence in Yemen to participate in the tender, in the case of an international company applying, they should have a joint venture that meets the minimum UNOPS requirements and is legally operating in Yemen.Clarification 61: We would like to inform you that during preparing our offer we mentioned the original deadline date on our docs i.e. 22/4/2025 before receiving the deadline extension.Is that OK or can we indicate the new extension date on the documents.Response: Bidders should update their submission according to the new submission date.Clarification 62: Further to our previous clarification request regarding the Key personnel, we also like to refer to the following clarification request information issued in the Minutes for Pre–Bid Meeting held on 14-April-2025 which is self-explanatory.Quote: Question 3: Do we have to provide the names of the proposed key personnel in our submission? With the depth analysis of the whole system, we found the max. discharge current for batteries even reaches 4000A, which is extremely high current for low voltage (48V) battery systems.For example, facility number 1 of lot 1 (Al Maharah Governorate Vaccines Warehouse), the maximum charging current is 1100A (11 charge controllers x 100 A @450Vdc) which could cause safety problems for the batteries. Therefore, is it possible to accept the high voltage of the battery bank instead of 48V?Response: Please be advised that all applicable safety requirements have been thoroughly addressed and incorporated into the design, and the provided assumption is not correct as the discharge current related to the inverters which is already considered in the design. Therefore, all bidders are strictly required to comply with the minimum design specifications as outlined in the tender documents. Clarification 64: Kindly be noted that in the cross section area of earthing system are not same in some drawing, for example in lot No 1 system in Taiz and Marib the cross section of earthing cable are 16mm2 but another system the C.S is 10mm2. This responsibility must be fulfilled in accordance with applicable environmental standards and contractual obligations.Clarification 43: Schedule 2 of the General Conditions of Contract mentions 'Not Applicable' forSub-Clause 2.1 regarding site access. We accept Max. discharge current 500A, and current design of the tender required will cause huge risk of the safetyResponse: Please be advised that all applicable safety requirements have been thoroughly addressed and incorporated into the design, and the provided assumption is not correct as the discharge current related to the inverters which is already considered in the design. After we contacted the manufacturing company they said : EN54-10 is wrong, it's the standard for flame detectors. For a smoke detector, it should be EN54-7, and for a heat detector, it should be EN54-5.Response: The RFQ is amended to update the EN-54. Kindly refer to the updatd document named "REV 1 - All Lots - Technical specifications for Goods and Comparative Data Table".Clarification 2: I will like from you to check Lot-1-BoQ (Al-Mahrah, Taizz, Marib And Abyan) Vaccines file CIVIL AND STRUCTURAL WORKS part ,in lot 2 and 3 you have meantion Rooftop Mounting Structure but in lot 1 no, so please check and feed back us.Response: Please note that rooftop mounting structures are not utilized in the facilities covered under Lot-1. Kindly refer to the drawings for Lot 1 to have a addiotional information about the facilitites requirements under Lot 1. Bidders are required to adhere strictly to all items specified in the respective Bill of Quantities (BoQs), without deviation or omission.Clarification 3: We ask you kindly to extend the submission period by 10 days as minimum, this is because the project is large and needs preparation for a longer period especially the new requested items such as lithium battery (the storage systems) and the controlling systems which needs to communicates for long time with the manufacturers to prepare the offer in the right way without any mistakes may face us during the implementation. Also please extend the clarification period.Response: As we have limited duration for the implmentation and due to the urgency of the needs, extending the submission deadline at the time being is difficult. Bidders are kindly requested to invest in their time and expertise in preparing for the tender.
