Provision of Short Messaging Services (SMS) for the Private Sector Partnerships of United Nations High Commissioner for Refugees Sub-Office Hong Kong Special Administrative Region of China
UNHCR Sub-office Hong Kong needs to contact donors on various issues to improve donor communication. Currently, we use phone calls and letters, we want to speed up the contact process by sending out SMS messages. Short Messaging Services (SMS) is a text message service using standard communication devices, which allow the exchange of short text messages. We want to use this texting
message service to reach out to donors via mobile phone. As most donors in our record have a mobile phone, this could improve the contact rate and minimise our postage costs. Since the Office of the Communications Authority (OFCA) has launched the “SMS Sender Registration Scheme” in December 2023 to help public verify the identities of SMS senders and aims to combat SMS scams. UNHCR will
register SMS Sender IDs with prefix “#” in 2025 to verify the identity and strengthen the engagement. Project duration: service starting from the appointment of the selected service provider for the period of one year, with the possibility of extension for an additional year which is 1+1 year from contract starting date. It is expected that the service starts on 1 May 2025 tentatively.
